Operating within these limits, the U.S. Air Force helped to repel 2 invasions of South Korea while securing control of the skies so decisively that other U.N. forces could fight without fear of air attack.

It was certainly this, and for those who fought this is what they generally saw. Yet every foot of the struggles forward, every step of the retreats, the overwhelming victories, the withdrawals and last ditch stands had their seagoing support and overtones. The spectacular ones depended wholly on amphibious power -- the capability of the twentieth century scientific Navy to overwhelm land-bound forces at the point of contact. Yet the all pervading influence of the sea was present even when no major landing or retirement or reinforcement highlighted its effect. When navies clash in gigantic battle or hurl troops ashore under irresistible concentration of ship-borne guns and planes, nations understand that sea power is working. It is not so easy to understand that this tremendous force may effect its will silently, steadily, irresistibly even though no battles occur. No clearer example exists of this truth in wars dark record than in Korea. Communist-controlled North Korea had slight power at sea except for Soviet mines. So beyond this strong underwater phase the United States Navy and allies had little opposition on the water. It is, therefore, easy to fail to recognize the decisive role navies played in this war fought without large naval battles.

It helped defend the South from the North's invasion during the Korean War, and South Korea helped the United States during the Vietnam War. Moreover, the United States and South Korea have come to mutually benefit from extensive economic ties. Nevertheless, the security relationship has shifted over time. In the early 2000s, public protests against U.S. military bases in South Korea soared. This thesis asks: Why has anti-U.S. base sentiment emerged and fluctuated in South Korea? It is argued that, since 1987, the democratization of South Korea affected the country's politics, economics, military, and society. During this transition, a number of governments allowed anti-U.S. base sentiment to take root and grow, especially under the administrations of progressive party leaders. In addition, resurgent Korean nationalism during the early 2000s strained U.S.-ROK relations, which also elevated anti-U.S. base sentiment in South Korea. Book excerpt: For over 50 years, the U.S. military has remained on the Korean Peninsula in large numbers due to its commitment to defend South Korea (the Republic of Korea, or ROK) against aggression from North Korea (the Democratic People's Republic of Korea, or DPRK). The United States and the ROK have built a strong, successful alliance based on the mutual defense of South Korea. However, for several years, the commitment of U.S. permanently stationed forces in South Korea in support of this alliance has come under scrutiny. Many institutions, military and political alike, have called for a reduction in the overall number of U.S. troops stationed in South Korea, even to the point of complete withdrawal. The thesis of this paper is that prospective U.S. Forces Korea (USFK) troop realignments out of South Korea would produce adverse effects to the U.S.-ROK alliance, would not help overall stability on the Korean Peninsula, and will degrade the United States' ability to diplomatically engage North Korea. This paper concludes with a recommendation to USFK to delay any prospective troop realignment out of South Korea until further progress can be made in the relationship with North Korea with respect to deterrence of possible North Korean aggression.

Book excerpt: This monograph studies the racial integration of Army ground combat units in Eighth (US) Army during the Korean War. The purpose of the monograph is to determine how this change in the utilization of African-American combat soldiers impacted the effectiveness of a US Army organization engaged in fighting a war. This monograph utilizes several methods to accomplish this purpose: study of pertinent records and Army doctrine, primary and secondary source historical analysis, and an inter-disciplinary study of military effectiveness. To answer the primary research question, this monograph also explores in broad terms the origins of the Cold War and US national policy after World War II, the use of Korean soldiers in US Army units during the Korean War, and the Army's segregation policies. This monograph comes to two major findings. First, the integration of African-Americans in Army combat units during the Korean War resulted in improvements in cohesion, leadership and command, fighting spirit, personnel resources and sustainment that increased the combat effectiveness of Eighth (US) Army. Second, contrary to the prevailing Army view, leaders in the Eighth (US) Army held a positive opinion of the ability of African-American soldiers to fight in combat. Both of these findings are evidence of Eighth (US) Army's adaptability.

Starting with a brief description of its history leading up to 1980, this book deals with South Korea's transition to democracy, the stunning economic development achieved since the 1960s, the 1997 financial crisis, and the economic reforms that followed and concludes with the North Korean nuclear crisis and foreign relations with regional powers. The theoretical framework of this book addresses how democratization affected all of these dimensions of South Korea. For instance, democratization allowed for the more frequent alternation of political elites from conservative to liberal and back to conservative. These elites initiated different policies for dealing with North Korea and held different views on South Korea's role in its alliance with the United States. Consequently, ideological divides in South Korean politics became more stark and the political process more combative.
