Both developed countries and their developing counterparts have been trying to reach harmonious bilateral or multilateral agreements. However, disputes between multinational enterprises (MNEs) and host countries continue to increase as FOI rises. Trade Related Investment Measures (TRIMs) were proposed by the United States in the 1994 Uruguay Round as a way to create a better investment environment in both developed and developing countries. Since many theoretical and empirical analyses of TRIMs agreement are ambiguous or incomplete, this three-essay dissertation will examine theoretical and empirical trade-related investment policies with a focus on the strategic regulation of TRIMs policies in developing countries. The first essay provides background information about TRIMs agreement that are currently employed around the world. It also includes definitions, controversial debates and applications, a description of the theoretical framework for analysis of the TRIMs agreement and the historical development of the TRIMs agreement from the Uruguay Round to the Doha meeting in 2001. The objective of this essay is to emphasize the importance of the TRIMs agreement in the structure of the global economy and their significant economic impacts on host countries. The second essay considers the impacts of the TRIMs policies on developing countries by employing a theoretical model. A dynamic general equilibrium model is used to examine two types of TRIMs policy instruments, local content requirements (LCRs) and government investment incentives (GIIs), such as subsidies given to MNEs operating in host countries. The model shows that increasing LCRs will benefit the economy of developing countries through increases in R & D and technology transfer in the short run. However, in the long run, increased LCRs will hinder their economic.

The two authors of this book have an intimate knowledge of WTO negotiating processes. They explain in detail the North's relentless determination to give privileged protection to the overseas investments of its transnational corporations. These initiatives have included, inter alia, the OECD's failed MAI initiative, the World Bank-sponsored Multilateral Investment Guarantee Agency, and the WTO's General Agreement on Trade in Services (GATS) and Agreement on Trade-related Investment Measures (TRIMS). The authors spell out their consequences for developing countries. They examine whether there is any real case for a new multilateral framework on investment within the WTO. And they propose various options for developing countries to resist what amounts to a new form of Western protectionism, including how a development dimension could be incorporated in any new agreement, should the member countries of the WTO decide to proceed with negotiations. This book provides invaluable information and analysis for diplomats and trade negotiators, policy makers and scholars, as well as civil society activists concerned with the impact of TNC investments on development.

Das WTO-Abkommen verbietet den Gebrauch von vier Investitionsmassnahmen. Bisher fehlt in der Literatur eine Analyse zum Effekt des Abkommens auf FDI-Flüsse. Diese Arbeit hat das Ziel den Effekt des Abkommens auf die Direktinvestitionsflüsse in Entwicklungsländer zu untersuchen. Durch die Analyse der Investitionsentscheidung der multinationalen Firma und der vier betroffenen TRIMS wird die Hypothese aufgestellt, dass das Abkommen einen ungünstigen Effekt auf die Investitionsflüsse hatte. Diese Hypothesen werden mit Hilfe des Gravitationsmodells an den bilateralen Investitionsflüssen zwischen 11 Entwicklungs- und 30 Industrieländern getestet. Die Resultate unterstützen die Hypothese nicht, sondern zeigen, dass TRIMS keinen Effekt auf die FDI-Allokation der MNE hat.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
