Furthermore, the role of government in this process is relatively unclear. The study investigates the proposed nationalisation of mines and probable policy implications for South Africa. The study is aimed at establishing whether the nationalisation of mines is worth pursuing or not, given South Africa℗þs current political and economic landscape. The study also investigates nationalisation from an international perspective and provides an overview of countries where mineral and petroleum resources were successfully nationalised. Moreover, these countries are compared to the South African scenario. The study also analyses Alexkor, AEMFC, Eskom, SAA and the SABC and draws a relationship between the management of SOE℗þs and the probable administration of nationalised mines. A qualitative approach was adopted for this study. Case studies were utilised to address the objectives of the study. This research approach was relevant for this study because it sought responses to the question of whether South Africa can carry out the nationalisation of mines, given its current track record of the mines and the 5 SOE℗þs. The study seeks examples of countries that have successfully executed the nationalisation of mineral and petroleum resources. Through the analysis of these cases, recommendations are made in terms of how South Africa may approach the nationalisation of mines in order for it to succeed. The study analysed and investigated the debate of nationalisation in South Africa by exploring its advantages and disadvantages to perspectives drawn from countries where nationalisation was successful, including instances of failure. Moreover, the study focused on the role of public administration, in the implementation of the nationalisation of mines. The study revealed that the successful implementation of nationalisation requires the state to take a lead role in the facilitation of the regulatory environment. Furthermore, the study also revealed that the success of nationalisation is dependent on the relationship between the government and private investors. Negotiations in terms of the control of mineral and petroleum resources in some countries have contributed towards the success of nationalisation.

Book excerpt: This book investigates the relationship between mining, mine closure and housing policy in post-apartheid South Africa, using concepts from new institutional economics and evolutionary governance theory. Mine closures present a major challenge to the mining industry and governments, with this being particularly noticeable in the Global South. This book argues that the dependencies created by the mining industry and mine housing policies while a mine is operational cause serious societal problems when it closes. To demonstrate this, the book applies the concepts of place attachment, asset-based development and social disruption. Conceptually, the book challenges the view that place attachment and asset-based development are the most appropriate and often the only policy responses in mining areas. In South Africa, the mining industry and the government have created comprehensive housing programmes linked to homeownership to promote place attachment, stability and wealth among mine workers. These programmes do not consider the disruption that mine closure might bring. The book challenges the blind application, during boom periods, of policies which create long-term dependencies that are difficult to manage when a mine closes. This book will be of interest to students and scholars researching the social impacts of mining and the extractive industries, social geography and sustainable development, as well as policymakers and practitioners working with mine closure or social impact assessments.

The mineworkers had been involved in a dispute with Lonmin about their wages, work environment and living conditions. It took this tragedy to focus the world's attention on the intersection between the mines and the community in the South African platinum belt. It is now nearly a decade since the Marikana massacre. This book takes stock of the changes since then. South Africa provides a concrete case for investigating global debates on mining and cities and the conflict that often arises in these cities. Though not now as big as it was in its heyday, South Africa's mining sector nevertheless contributes 7% of GDP and provides 400,000 jobs (Chamber of Mines, 2017) to a country with an unemployment rate of 29.1% in 2019. South Africa provides about 80% of the world's platinum, a large percentage of which is used in catalytic converters to reduce CO2 emission by petrol-driven vehicles. The future of platinum mining in Rustenburg is under threat because of the rise of electric cars and the cost of underground mining in the area. Many of the new platinum mines to the north of Rustenburg are open cast mines where production is mechanised and cheaper. Other influences on Rustenburg are the increased global nature and neoliberal thinking in the mining industry. Labour practices have also changed. With mining increasingly dependent on shift work and contract work, outsourcing has changed the face of Rustenburg. The mining companies have transferred their historical responsibilities for housing and health to the government and the mineworkers. Relationships between the mines and the community are in flux, with resulting social, environmental and health concerns. Most worryingly, in their engagement with communities the companies seldom consider the consequences of mine decline and closure. This book investigates the consequences of the shifting social responsibilities, new inequalities and sustainability concerns created by this neoliberal phase and asks what will happen in the likely case of mine decline and closure and whether there have been improvements since Marikana."--Provided by publisher
