Luce urged the nation’s leaders to create an American Century. But in the post-World-War-II era proponents of the American Century faced a daunting task. Even so, Luce had articulated an animating idea that, as William O. Walker III skillfully shows in The Rise and Decline of the American Century, would guide United States foreign policy through the years of hot and cold war. The American Century was, Walker argues, the counter-balance to defensive war during World War II and the containment of communism during the Cold War. American policymakers pursued an aggressive agenda to extend U.S. influence around the globe through control of economic markets, reliance on nation-building, and, where necessary, provision of arms to allied forces. This positive program for the expansion of American power, Walker deftly demonstrates, came in for widespread criticism by the late 1950s. A changing world, epitomized by the nonaligned movement, challenged U.S. leadership and denigrated the market democracy at the heart of the ideal of the American Century. Walker analyzes the international crises and monetary troubles that further curtailed the reach of the American Century in the early 1960s and brought it to a halt by the end of that decade. By 1968, it seemed that all the United States had to offer to allies and non-hostile nations was convenient military might, nuclear deterrence, and the uncertainty of détente. Once the dust had fallen on Lyndon B. Johnson’s presidency and Richard M. Nixon had taken office, what remained was, The Rise and Decline of the American Century shows, an adulterated, strategically-based version of Luce’s American Century.

In March 2001, after a fiercely contested and highly divisive seven-year partisan legislative battle, the Senate passed S. 27, known as the McCain-Feingold legislation. The House responded by passing H.R. 2356, companion legislation known as Shays-Meehan, in February 2002. The Senate then approved the House-passed version, and President George W. Bush signed BCRA into law on March 27, 2002, stating that the bill had "flaws" but overall "improves the current system of financing for federal campaigns." The Reform Act was taken to court within hours of the President's signature. Dozens of interest groups and lawmakers who had opposed passage of the Act in Congress lodged complaints that challenged the constitutionality of virtually every aspect of the new law. Following review by a special three-judge panel, the case is expected to reach the U.S. Supreme Court in 2003. This litigation constitutes the most important campaign finance case since the Supreme Court issued its decision in Buckley v. Valeo more than twenty-five years ago. The testimony, submitted by some of the country's most knowledgeable political scientists and most experienced politicians, constitutes an invaluable body of knowledge about the complexities of campaign finance and the role of money in our political system. Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region.
