This study presents simulations of the impacts of this crisis and a number of policy responses with respect to the welfare of children. The impacts are analyzed in terms of monetary (food) poverty, nutrition, education, child labor and access to health services of children. According to simulations, food poverty among children would have increased from 41% to 51%, with a corresponding rise in caloric insufficiency from 32% to 40%, while the impacts on school participation, work and access to health services would have been relatively weak. To prepare an adequate response, the government should start by identifying the poor individuals who are to be protected, based on a limited number of easily observed sociodemographic characteristics. A method of targeting these individuals is proposed in this study. However, simulations show that with targeting about one quarter of poor children would be erroneously excluded (under-coverage), while more than a third of non-poor children would be erroneously included (leakage). These identification errors, which increase in proportion with the extremity of poverty, reduce the impact and increase the cost of any public interventions. That having been said, it is important to note that leakage to the non-poor can nonetheless improve the conditions of children in terms of caloric intake, school participation, child labour and access to health services, none of which are exclusive to poor children. When targeting children or sub-groups of children by age, benefits will likely be deflected to some extent to other family members. Moreover, it is total household income, regardless of the member targeted, that determines decisions relating to child work, education or access to health services. School feeding programmes are found to be a particularly efficient policy in that they concentrate public funds exclusively on the consumption of highly nutritious foods, while cash transfers can be used by households for other purposes. Moreover, school feeding programmes are likely to have desirable effects on school participation and child labour. However, there are some caveats due to the fact that these programmes exclude children who do not attend school, the difficulty of exclusively targeting poor children and the possibility that child food rations at home will be proportionally reduced.

Book excerpt: Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the increase occurring since February (Figure 1). Wide variation exists across products, with real maize prices increasing by only 11 percent and rice prices declining by 13 percent. The price of crude oil and natural gas has also risen substantially, while the weighted average price of fertilizer has dou-bled. With these changes in global prices, many developing countries and their development part-ners are concerned about the implications for economic stability, food security, and poverty.

Book excerpt: The prices of many agricultural commodities, including many staple grains, started to increase in mid-2020 partly due to supply chain bottlenecks associated with the outbreak of Covid-19. The invasion of Ukraine by Russia in February 2022 caused an additional spike in commodity prices, particularly wheat and maize. This brief estimates the impact of these price increases on poverty in Burkina Faso. It is part of a series of six such briefs that estimate the poverty impact of higher world prices for staple grains. The other briefs cover Kenya, Ethiopia, Niger, Nigeria, and Mali (see Minot and Martin, 2023a and 2023b; Martin and Minot, 2023a, 2023b, and 2023c). We use the same approach in all six country studies. The analysis starts by exploring the effect of the rise in international grain prices on the real price of selected grains in the domestic markets of the country. Next, we estimate the impact of the changes in domestic grain prices on the real income of each household in a nationally representative survey, taking into account the importance of the commodities in consumption and as a source of income for each household. Finally, changes in headcount poverty (the share of people living below the poverty line) are estimated based on the changes in real income for each household in the sample. We focus on the prices of maize, wheat, and sorghum for reasons discussed below. The methods are described in more detail in a method brief.

In contrast, macroeconomic models that allow for an agricultural supply response and consequent wage adjustments suggest that the poor ultimately benefit from higher food prices. In this paper we use international data to systematically test the relationship between changes in domestic food prices and changes in poverty. We find robust evidence that in the long run (one to five years) higher food prices reduce poverty and inequality. The magnitudes of these effects vary across specifications and are not precisely estimated, but they are large enough to suggest that the recent increase in global food prices has significantly accelerated the rate of global poverty reduction.

The paper shows that rising food prices are likely to lead to higher poverty in sub-Saharan Africa as the negative impact on net poor consumers outweighs the benefits to poor producers. A recent survey shows that the most common policy response in sub-Saharan African countries is reducing taxes on food while outside the region price controls or targeted consumer subsidies are the most popular measure. Sub-Saharan African countries also have a higher prevalence of food-based safety net programs which are being scaled up to respond to rising prices. The review suggests that the benefits from reducing import tariffs on staples may accrue largely to the non-poor. Social protection programs show more promise, but geographic targeting is likely to be crucial in ensuring that benefits reach the neediest. The paper also argues that anti-poverty interventions ought to retain their focus on rural areas where poverty remains highest even after taking into account the adverse impact on the urban poor due to the rise in food prices.

First, it presents a profile of households that are poor, "food poor," or have malnourished children. Second, it explores the impact of recent weather and price shocks on household welfare and identifies those affected most by the shocks. Finally, it estimates vulnerability to poverty by modeling both households' expected consumption and their consumption volatility, and by distinguishing between idiosyncratic and covariate risks. The basic results of the analysis match conventional knowledge about poverty, food poverty, and malnutrition. The prevalence of chronic malnutrition is high in Mali, with 44 percent of Malian households and 66 percent of food poor Malian households having at least one stunted child. A 25 percent increase in cereal prices and a 25 percent decrease in cereal production are estimated to increase the number of food poor by 610,000 people. An estimated US$ 5.4 million of extra aid per year will be needed to lift the newly food poor above the food poverty line. About US$ 182 million is needed to do this for all existing and new food poor. Vulnerability incidence is in general two to three times higher among the poor than the non-poor, except in urban areas and in the region of Sikasso where the vulnerability incidence is five to six times higher among the poor. Overall, vulnerability is mostly driven by poverty induced vulnerability, except in the capital, Bamako, where vulnerability is more driven by risk induced vulnerability.

Book excerpt: Abstract: In many poor countries, the recent increases in prices of staple foods raise the real incomes of those selling food, many of whom are relatively poor, while hurting net food consumers, many of whom are also relatively poor. The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.

Book excerpt: Since Amartya Sen’s famous work on Poverty and Famines, economists have understood that policy responses to food market shocks should be guided by changes in households’ incomes and access to food, rather than by overall food availability. Perhaps because the household-level impacts are not directly observable, many policy makers have continued to rely on availability-oriented policies such as export bans. In the Zambia case considered in this paper, export bans imposed in response to an El Niño event exacerbated the poverty problems resulting from the output shock. The combination of household-level data and crop models used in this paper allows us to assess the impacts of weather and price shocks at the household level, and hence to evaluate the suitability of availability-based policies for dealing with weather shocks. These analytical techniques are also useful in identifying the households and regions adversely affected by food output shocks, and hence in designing policies to improve poor consumers’ access to food.

Impact evaluations are aimed at providing feedback to help improve the design of programs and policies. They also provide greater accountability and a tool for dynamic learning, allowing policymakers to improve ongoing programs and ultimately better allocate funds across programs. Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.

To assess the (short term) impact of rising food prices in any particular country it is necessary to look at both the impact on food producers (who benefit from an increase in prices) and food consumers (who loose out when the price increases), with a focus on poor producers and consumers. In Mali the impact of a change in the price of rice is not ambiguous because about half of the rice consumed in the country is imported, so that the negative impact for consumers is much larger than the positive impact for producers. By contrast, for millet and sorghum, as well as corn, the impact is more ambiguous since much of the consumption is locally produced. Using a recent and comprehensive household survey, this paper provides an assessment of the potential impact of higher food prices on the poor in Mali using both simple statistical analysis and non-parametric methods. The paper finds that rising food prices for rice, millet and sorghum, corn, as well as wheat and bread could together lead to a substantial increase in poverty, with the increase in the price of rice having by far the largest negative impact.
