Book excerpt: This study seeks participation from patrol-level officers with at least two years’ experience in the New Castle County Police Department in Delaware (n=134) and requests that they respond to two questionnaires measuring resilience and job burnout: the 25-item Resilience Scale and the Maslach Burnout Inventory. Additionally, participants are asked to self-report their pre-hire fitness scores. Police officers are repeatedly exposed to trauma, which has negative mental and physical consequences, often leading to extreme stress, fatigue, and emotional imbalance. Repeated trauma also impacts physical fitness, which is critical for not only physical and mental health but also work performance, especially for police officers. Two related concepts are used to investigate the relationship between physical and mental health: resilience, which describes an individual’s capacity to recover quickly from difficulties, and burnout, a state of emotional, physical, and mental exhaustion caused by excessive and prolonged stress. The data generated by the aforementioned scales are compared to pre-hire physical fitness scores to observe the relationship between pre-hire fitness and current levels of burnout and resilience. This study aims to improve the hiring practices of police organizations by identifying characteristics that enable candidates to manage repeated exposure to trauma. Failing to hire resilient police officers can produce physically and mentally exhausted police populations that cannot provide the public with safe and effective policing. The study hypothesizes that pre-hire physical fitness scores influence measures of resilience and burnout in patrol-level police officer populations.

Further, the panel projected the potential occurrence of five major events with varying probability that would have a substantial impact: the California Commission on Peace Officer Standards and Training (POST) creates minimum physical agility entry standards; agencies are held liable for failing to provide opportunities for employees to maintain adequate physical fitness; mandatory fitness for duty physical standards are adopted; the use of deadly force doubles since 1990; and technology reduces the need for physical standards for police officers.

This report represents the culmination of a major effort by the California Commission on Peace Officer Standards and Training (POST) to respond to the need of law enforcement agencies for information on fitness promotion programs. It is intended for use as a resource document by agencies considering the implementation of such a program. None of the specific programs or program elements described in the document are endorsed by POST. Rather, all information contained in the document has been included in the belief that it will assist agencies in making better informed judgments about local program needs and features.

Although historians have written numerous volumes concerning this global conflict, some gap in the literature remain. In particular, the subject of an American field army headquarters and its organization and role have attracted little attention. Studies on the personalities and styles of individual commanders exist, but the command posts themselves-the ways in they were structures and operated and the functions they performed-have not been much explored. With A Command Post at War: First Army Headquarters in Europe, 1943-1945, the Center of Military History attempts to redress this shortcoming. This study addresses the First Army headquarters in the European theater from its activation in October 1943 to V-E Day in May 1945. Under Generals Omar N. Bradley and Courtney H. Hodges, the First Army headquarters oversaw the American landings on D-Day, the breakout from the Normandy beachhead, the battle of H]rtgen Forest along the German frontier, the defense of the northern shoulder during the Battle of the Bulge, and the crossing of the Rhine River at Remagen prior to the final American drive into central Germany. In examining the First Army headquarters' role, this volume shows the army headquarters of World War II as a complicated organization with functions ranging from the immediate supervision of tactical operations to long-range operational planning and the sustained support of frontline units. The commander and staff faced the problem of coordination with Allied counterpartsas well as with headquarters and units from other services. Inadequate information and the limitations of technology added to their challenges. The human dimension was always important, and at times critical, in affecting the work of the headquarters under the stresses of a difficult campaign against an obstinate and resourceful foe. Although times have changed and the modern Army focuses more on regional conflicts and contingencies than on global warfare, we can still learn much from the experience of the First Army headquarters. The Gulf War reemphasized the role of an army headquarters in a theater of operations as a pertinent issue for today's military professional. By examining the experience of soldiers in past conflicts we gain the deeper perspectives and understandings necessary to meet the challenges facing the Army today and in the future.
