This book was released on 2009-10-23 with total page 442 pages. Available in PDF, EPUB and Kindle. Book excerpt: This chapter provides a brief overview of the book highlighting the modest progress from child welfare to child well-being re?ected in these chapters, and the parallel movement in Kahn’s career and research, as his scholarship developed over the years. It then moves to explore the relationship between two overarching themes, child and family policy stressing a universal approach to children and social prot- tion stressing a more targeted approach to disadvantaged and vulnerable individuals including children and the complementarity of these strategies. Introduction To a large extent Alfred J. Kahn was at the forefront of the developments in the ?eld of child welfare services (protective services, foster care, adoption, and family preservationandsupport). Overtimehisscholarshipmovedtoafocusonthebroader policy domain of child and family policy and the outcomes for child wellbeing. His work, as is true for this volume, progressed from a focus on poor, disadvantaged and vulnerable children to a focus on all children. He was convinced that children, by de?nition, are a vulnerable population group and that targeting all children, empl- ing a universal policy as a strategy would do more for poor children than a narrowly focused policy targeted on poor children alone, As we ?rst argued more than three decades ago (Not for the Poor Alone; “Universalism and Income Testing in Family Policy”), one could target the most disadvantaged within a universal framework, and this would lead to more successful results than targeting only the poor.

Download or read book The New World of Welfare written by Rebecca M. Blank and published by Rowman & Littlefield. This book was released on 2004-05-13 with total page 546 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress must reauthorize the sweeping 1996 welfare reform legislation by October 1, 2002. A number of issues that were prominent in the 1995-96 battle over welfare reform are likely to resurface in the debate over reauthorization. Among those issues are the five-year time limit, provisions to reduce out-of-wedlock births, the adequacy of child care funding, problems with Medicaid and food stamp receipt by working families, and work requirements. Funding levels are also certain to be controversial. Fiscal conservatives will try to lower grant spending levels, while states will seek to maintain them and gain additional discretion in the use of funds. Finally, a movement to encourage states to promote marriage among low-income families is already taking shape. The need for reauthorization presents an opportunity to assess what welfare reform has accomplished and what remains to be done. The New World of Welfare is an attempt to frame the policy debate for reauthorization, and to inform the policy discussion among the states and at the federal level, especially by drawing lessons from research on the effects of welfare reform. In the book, a diverse set of welfare experts—liberal and conservative, academic and nonacademic—engage in rigorous debate on topics ranging from work experience programs, to job availability, to child well-being, to family formation. In order to provide a comprehensive overview of the current state of research on welfare reform, the contributors cover subjects including work and wages, effects of reform on family income and poverty, the politics of conservative welfare reform, sanctions and time limits, financial work incentives for low-wage earners, the use of medicaid and food stamps, welfare-to-work, child support, child care, and welfare reform and immigration. Preparation of the volume was supported by funds from the Annie E. Casey Foundation and the Charles Stewart Mott Foundation.

Available in PDF, EPUB and Kindle. Book excerpt: The Brookings Institution's Welfare Reform & Beyond Initiative was created to inform the critical policy debates surrounding the upcoming congressional reauthorization of the Temporary Assistance for Needy Families (TANF) program and a number of related programs that were created or dramatically altered by the 1996 landmark welfare reform legislation. The goal of the project has been to take the large volume of existing and forthcoming research studies and shape them into a more coherent and policy-oriented whole. This capstone collection gathers twenty brief essays (published between January 2001 and February 2002) that focus on assessing the record of welfare reform, specific issues likely to be debated before the TANF reauthorization, and a broader set of policy options for low-income families. It is a reader-friendly volume that will provide policymakers, the press, and the interested public with a comprehensive guide to the numerous issues that must be addressed as Congress considers the future of the nation's antipoverty policies. The collection covers the following topics and features a new introduction from the editors: - An Overview of Effects to Date - Welfare Reform Reauthorization: An Overview of Problems and Issues - A Tax Proposal for Working Families with Children - Welfare Reform and Poverty - Reducing Non-Marital Births - Which Welfare Reforms are Best for Children? - Welfare and the Economy - What Can Be Done to Reduce Teen Pregnancy and Out-of-Wedlock Births? - Changing Welfare Offices - State Programs - Welfare Reform and Employment - Fragile Families, Welfare Reform, and Marriage - Health Insurance, Welfare, and Work - Helping the Hard-to-Employ - Sanctions and Welfare Reform - Child Care and Welfare Reform - Job Retention and Advancement in Welfare Reform - Housing and Welfare Reform - Non-Citizens - Block Grant Structure - Food Stamps - Work Support System - Possible Welfare Re

Download or read book The Recovery of Maintenance in the EU and Worldwide written by Paul Beaumont and published by Bloomsbury Publishing. This book was released on 2014-12-01 with total page 528 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book grew out of a major European Union (EU) funded project on the Hague Maintenance Convention of 2007 and on the EU Maintenance Regulation of 2009. The project involved carrying out analytical research on the implementation into national law of the EU Regulation and empirical research on the first year of its operation in practice. The project also engaged international experts in a major conference on recovery of maintenance in the EU and worldwide in Heidelberg in March 2013. The contributions in this book are the revised, refereed and edited versions of the best papers that were given at the conference. The book is divided into four parts: (i) comparative context (ii) international, looking at national and non-European regional practice and how the Hague Convention could change things; (iii) international and the EU, looking at issues covered by both the Hague Convention and the EU Regulation; and (iv) the EU - looking at the Maintenance Regulation. This is the first study to look carefully at both of the new cross-border maintenance regimes globally and in Europe and to begin the examination of the practical operation of the latter regime. The approval of the Hague Convention by the EU on 9 April 2014 is a major step forward for its practical significance in enabling the recovery of child and spousal support, as from 1 August 2014 all of the 28 EU Member States apart from Denmark will be bound by the Convention.
