Book excerpt: This study sought to determine whether increased competition among Michigan public schools, resulting from charter schools and the state's "schools-of-choice" program, has improved educational opportunities for children and whether competition encourages or discourages schools to respond to the needs and demands of students and parents. The research relies on information from the Wayne County Regional Service Agency, which contains 34 urban and suburban school districts, and data from state-generated publications. Anecdotal data were gathered through interviews with district superintendents and charter school principals. The evidence suggests that those who seek to improve education for Michigan children should embrace competition among schools rather than fear it. Competition has provided a powerful incentive for improvement while expanding the ability of parents to choose the school that best meets the needs of their children. There is very little evidence to suggest that competition has harmed the cause of better education in Michigan, and there is clear evidence that school choice and competition put pressure on low-performing school districts to improve. Recommendations are made for expanding parental choice in education. Appendixes contain a chart of student enrollment in Wayne County and a description of theme schools and academies in Dearborn, Michigan. (Contains 42 footnotes.) (SLD)

However, the question of how public schools respond to market conditions has received surprisingly little attention. Revolution at the Margins examines the impact of school vouchers and charter schooling on three urban school districts, explores the causes of the behavior observed, and explains how the structure of competition is likely to shape the way it affects the future of public education. The book draws on research conducted in three school districts at the center of the school choice debate during the 1990s: Milwaukee, Wisconsin; Cleveland, Ohio; and Edgewood, Texas. Case studies examine each of these three districts from the inception of their local school choice program through the conclusion of the 1999 school year. The three school districts studied did not respond to competition by emphasizing productivity or efficiency. Instead, under pressure to provide some evidence of response, administrators tended to expand public relations efforts and to chip holes in the rules, regulations, and procedures that regulate public sector organizations. Inefficient practices were not rooted out, but some rules and procedures that protect employees and vocal constituencies were relaxed. Public school systems are driven by political logic, according to Hess, and their incentives lead them to respond generally through symbolic and metaphorical gestures. Choice-induced changes in public school systems will be shaped by public governance, the market context in which they operate, and their organizational characteristics. The average taxpayer has at best a limited understanding about how their public schools' revenues and expenditures are collected, distributed, and expended. Overlay on the already complicated funding model with a myriad of school choice options with various funding mechanisms and amounts results in increased complexity. Even educational professionals and policy makers lack a clear appreciation of all the mechanics and implications of school choice and fiscal strain it can place on local school district budgets. This study focuses on the economic impact that Ohio school choice programs have on local public school districts and its potentially deequalizing effects. A literature review traces the evolution of choice programs and their prevalence nationally, before describing Ohio's school choice options and their financing. A quantitative review of the impact of school choice programs on 11 school districts in one of Ohio's 88 counties reveals the flow of public tax dollars among public districts and between public school districts, community academies, private schools, and other educational providers. Findings illuminate the widely unrecognized interaction between school choice and the state school finance system. It furthermore reveals the potentially de-equalizing effects when local revenues, as contrasted to the state formula aid, are sent to other districts or providers, while other districts retain state aid for students they do not educate. Additionally, findings clarify the consequences for traditional public school budgets bearing pressure over local programs, decision-making, and the delivery of a "thorough and efficient" education that students are guaranteed by the Ohio Constitution.

Book excerpt: ABSTRACT: School choice has been regarded as an important strategy to improve the educational system in the U.S. for several decades. This topic has received strong attention from scholars and an increasing body of research has investigated the effects of school choice on the public education system. However, little attention has been paid to the determinants of the level of school choice and no consensus has been reached about the effects of school choice on traditional schools. Using longitudinal datasets from Florida, in this study I explore which district and community factors may be associated with the level of school choice in the district. Also, this study examines the effects of school choice programs on student achievement in traditional public schools. Several empirical approaches are involved in addressing two research questions. First, I utilize Negative Binomial Regression (NBR) and Ordinary Least Square (OLS) regression to check how predictors are related to dependent variables across districts or schools. Then, as the main empirical strategy, fixed effects regression models are employed to investigate the relationship between predictors and dependent variables. Fixed effects model produces more precise estimation than the regression model by controlling for unobservable variables. Overall, regression results suggest that the educational needs of districts, such as district achievement level and the characteristics of the student body, are significantly associated with the level of school choice programs. In addition, districts' organizational and political aspects are important predictors for the level of school choice, although the degree of influence on the level of school choice depends on the types of school choice programs. This study, however, does not provide consistent evidence of a relationship between the level of school choice and student achievement in traditional schools. Although there are some cases that suggest school choice affect the performance of traditional schools, most results in my final model (a school fixed effects model) find no significant effects of school choice. These findings indicate that districts respond to educational needs of students by using school choice programs under the restrictions of organizational and political circumstances. However, in contrast to the expectation of school choice advocates, the effects of school choice programs on performance of the traditional schools are limited. This study contributes to the body of knowledge regarding the factors associated with the level of school choice within districts and the effects of school choice on traditional schools. Further study is needed on the effects of school choice on student achievement by using diverse measures of student achievement such as graduate rates and achievement gaps among racial groups.
