Book excerpt: Increasing demand for water juxtaposed with shrinking supplies will require a transfer of water resources out of agriculture into the domestic, industrial, and ideally environmental sectors. To examine the potential of policies to facilitate a release of water from agriculture, this paper uses IFPRI’s Computable General Equilibrium Model with a water extension, CGE-W, to assess the impact of commodity taxes on two highly water consumptive crops, rice and sugarcane, on water consumption and the overall economy. We find that land use grows by 1.56 million acres overall when the tax is imposed on both commodities, while 3.2-million-acre feet (MAF) of consumed water, equivalent to 6.35 MAF of water withdrawals, are released from agriculture. These outcomes are due to sugarcane’s reduced use of land over two cropping seasons and significant changes in cropping patterns. The study also examined releases of water from other possible policy measures and found that an even tax rate of 30% on sugarcane, rice and cotton yields 8.73 MAF of water from agriculture. However, with a hotter, drier climate virtually all these releases of water disappear because water must stay in agriculture due to higher evaporation and less precipitation, which raises irrigation demands. The needed policies will go beyond just taxation and might include changing cropping patterns and irrigation practices, as well as development of drought resistant varieties. Other approaches, such as buying tubewells from farmers, and developing markets for nonagricultural purchases of water, may have a role. The role of international trade in sugar and rice is shown to be significant and should be considered further in these analyses.

The sector employs almost half of the country's labor force, supplies key inputs to the country's manufacturing sector, generates a significant share of export earnings, and nourishes a rapidly growing population. Further, beyond agriculture is the wider rural economy, including nonfarm economic activities such as small enterprises, transport services, village retail shops, local schools, and clinics, all of which account for an estimated 40 to 57 percent of total rural household income. Given the importance of these rural activities, the slow growth of agriculture in recent years—averaging just 2.8 percent during the period 2010-2014—should be a source of concern for Pakistan. Can the country's agricultural sector and rural economy once again play a significant role in growth and development? Can it contribute to poverty reduction? Agriculture and the Rural Economy in Pakistan: Issues, Outlooks, and Policy Priorities seeks to answer these questions by examining the performance of both agriculture and the rural economy. The authors identify several measures that can promote agricultural productivity growth as well as wider economic and social development. Book excerpt: Climate change is one of the most pressing challenges confronting our global system today. The scientific community has clearly established that global temperatures are rising and the consequences of climate change may swiftly transition from an environmental risk to an economic threat. Agriculture sector is particularly vulnerable to changes in weather and climatic condition. Over 60% of the yield variability is chalked up to to climate change; significantly affecting food production and farmer income. Changes in climate affect the onset and duration of crop growing cycle, and the extent and duration of heat and water stress impact agriculture production. Moreover, it may trigger pest and disease outbreaks causing significant production losses. Small-scale farmers in rain-fed areas of Pakistan face the severe susceptibility to the challenges brought about by climate change. This vulnerability stems from their heavy dependence on traditional farming methods and their limited ability to adapt, exacerbated by their limited access to advanced technologies and high levels of poverty. Worldwide, crop yields from rainfed farming are approximately 50 percent less than those achieved through irrigated methods. In the absence of adaptation measures to cope with climate change, a potential decline of around 50 percent in rain-fed agricultural yields could potentially occur within the next 30-35 years. Promoting climate smart agricultural practices appears to be a dependable strategy for addressing risks posed by climate change.

The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.

Among various crops, rice is often identified as the most at-risk food crop which is prone to a substantial drop in yield because of climate change and weather variations. It is estimated that the yield of wheat and rice may decline by 14.7 percent and 20.5 percent, respectively, by 2050 due to changes in climate. It is expected that Pakistan could potentially incur a climate change-related loss of $19.5 billion by 2050 due to reduced wheat and rice crop yields due to water scarcity, rising average temperatures, and less precipitation. Research indicates that if current climate change patterns persist and farmers do not adopt suitable climate resilient methods, rice production in Pakistan could decline by as much as 36 percent by the year 2099.

Book excerpt: November 2000 The introduction of green revolution technologies in wheat and rice production in Pakistan's Punjab province reversed the country's food crisis and stimulated rapid agricultural and economic growth. But resource degradation through intensification, monocropping, and mismanagement of water resources has offset much of the productivity effect of technological change. The introduction of green revolution technologies in wheat and rice production in Asia in the mid-1960s reversed the food crisis and stimulated rapid agricultural and economic growth. But the sustain-ability of this intensification strategy is being questioned in light of the heavy use of external inputs and growing evidence of a slowdown in productivity growth and degradation of the resource base. Ali and Byerlee address the critical issue of long-term productivity and the sustainability of Pakistan's irrigated agriculture. To estimate changes in total factor productivity in four production systems of Punjab province, they assemble district-level data on 33 crops, 8 livestock products, and 17 input categories. They find that average annual growth in total factor productivity was moderately high (1.26 percent) for both crops and livestock for the period 1966-94, but observe wide variation in productivity growth by cropping system. A second, disaggregated data set on soil and water quality reveals significant resource degradation. The authors use the two data sets to decompose the effects of technical change and resource degradation through application of a cost function. They find that continuous and widespread resource degradation (as measured by soil and water quality variables) has had a significant negative effect on productivity, especially in the wheat-rice system, where resource degradation has more than offset the productivity effects of technological change. Degradation of the health of the agro-ecosystem was related in part to modern technologies, monocropping, and mismanagement of water resources. The results call for urgent analysis of technology and policy options to arrest the degradation of resources. This paper--a joint product of the Rural Development Department and the Asian Vegetable Research and Development Center--is part of a larger effort to support the development of sustainable intensification of irrigated agricultural systems.
