Available in PDF, EPUB and Kindle. Book excerpt: This paper examines whether remittances from international migration impact on the occupational choice of left-behind youth in Kyrgyzstan. Labor supply is analyzed both at the extensive and intensive margins using cross-sectional data for 2011. To overcome endogeneity concerns, an instrumental variable approach was implemented. Findings demonstrate that migration, rather than remittances, pushes the left-behind youth to become unpaid family workers. This is explained by the substitution effect as the youth left behind are called upon to replace the migrant labor. Moreover, this effect is heterogeneous - female youth are more inclined to becoming unpaid family workers both at the extensive and intensive margins.

Book excerpt: This paper studies the impact of return migration on children school attendance and labor force participation by focusing on the Egyptian migration towards Arab countries. Using the Egyptian Labor Market Panel Survey (ELMPS), an instrumental approach is used to control for self-selection among migrants as well as among returnees, using both economic and political shocks that affect these destinations countries. The results suggest that a return migrant from Arab countries decreases the probability of school attendance and increases the probability of labor force participation of the children living in the same household. This impact is more powerful among boys compared to girls and especially among boys at the age of migration compared to younger boys. These results could be related to the cost benefit analysis undertaken by households that gives the return to the child work in Egypt or abroad a higher value compared to cost of the school attendance.

Book excerpt: We estimated the impact of remittances from international migration on the labor supply of left- behind household members to non-farm self-employment and on the performance of the non-farm enterprises they operated. We used data from a nationally representative household survey from Nepal that included an enterprise module. We accounted for both the truncated nature of observed hours worked and the endogeneity of remittances when assessing the impact on labor supply, and, in estimating the effects on firm performance, we addressed selection into operating a non-farm enterprise as well as the endogeneity of remittances. Remittances were found to encourage women to reduce their labor supply in non-farm self-employment, whereas there was no significant effect on men. We found evidence that the disincentive effect was strong enough to exert a negative influence on the revenues of non-farm enterprises operated by the left-behind labor force.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: During the 2008 financial crisis, the possible changes in remittance-sending behavior and potential avenues to alleviate a probable decline in remittance flows became concerns. This book brings together a wide array of studies from around the world focusing on the recent trends in remittance flows. The authors have gathered a select group of researchers from academic, practitioner and policy making bodies. Thus the book can be seen as a conversation between the different stakeholders involved in or affected by remittance flows globally. The book is a first-of-its-kind attempt to analyze the effects of an ongoing crisis on remittance flows globally. Data analyzed by the book reveals three trends. First, The more diversified the destinations and the labour markets for migrants the more resilient are the remittances sent by migrants. Second, the lower the barriers to labor mobility, the stronger the link between remittances and economic cycles in that corridor. And third, as remittances proved to be relatively resilient in comparison to private capital flows, many remittance-dependent countries became even more dependent on remittance inflows for meeting external financing needs. There are several reasons for migration and remittances to be relatively resilient to the crisis. First, remittances are sent by the stock (cumulative flows) of migrants, not only by the recent arrivals (in fact, recent arrivals often do not remit as regularly as they must establish themselves in their new homes). Second, contrary to expectations, return migration did not take place as expected even as the financial crisis reduced employment opportunities in the US and Europe. Third, in addition to the persistence of migrant stocks that lent persistence to remittance flows, existing migrants often absorbed income shocks and continued to send money home. Fourth, if some migrants did return or had the intention to return, they tended to take their savings back to their country of origin. Finally, exchange rate movements during the crisis caused unexpected changes in remittance behavior: as local currencies of many remittance recipient countries depreciated sharply against the US dollar, they produced a “sale” effect on remittance behavior of migrants in the US and other destination countries.

Book excerpt: We propose a simple macroeconomic model with input-output sectoral linkages based on Acemoglu et al. (2016) to quantify how changes in aggregate demand due to additional income from household’s remittances propagates through the network of input-output linkages in Sub-Saharan African countries. We first propose two network centrality measures to assess the role of some sectors as key input providers in the economy. Then, we use these measures to quantify the effect of sectoral linkages on sectoral and total output following an increase in remittances inflows. Our empirical results suggest that the effects of remittances on recipient economies increase with the degree of linkages across sectors, which is especially prominent in the case of the financial intermediation sector. Our paper contributes to the emerging macroeconomic literature on the propagation of shocks across sectors and the implications for the whole economy.

Book excerpt: The authors investigate the impact of international migration on child health outcomes in rural Mexico using a nationally representative demographic survey. They use historic migration networks as instruments for current household migration to the United States in order to correct for the possible endogeneity of migrant status. They find that children in migrant households have lower rates of infant mortality and higher birth-weights. The authors study the channels through which migration may affect health outcomes and find evidence that migration raises health knowledge in addition to the direct effect on wealth. However they also find that preventative health care, such as breastfeeding and vaccinations, is less likely for children in migrant households. These results provide a broader and more nuanced view of the health consequences of migration than is offered by the existing literature.

Book excerpt: Given the large size of aggregate remittance flows (billions of dollars annually), they should be expected to have significant macroeconomic effects on the economies that receive them. This paper directly addresses the two main issues of interest to policymakers with regard to remittances--how to manage their macroeconomic effects, and how to harness their development potential--by reporting the results of the first global study of the comprehensive macroeconomic effects of remittances on recipient economies. In broad terms, the findings of this paper tend to confirm the main benefit cited in the microeconomic literature: remittances improve households' welfare by lifting families out of poverty and insuring them against income shocks. The findings also yield a number of important caveats and policy considerations, however, that have largely been overlooked. The main challenge for policymakers in countries that receive significant flows of remittances is to design policies that promote remittances and increase their benefits while mitigating adverse side effects. Getting these policy prescriptions correct early on is imperative. Globalization and the aging of developed economy populations will ensure that demand for migrant workers remains robust for years to come. Hence, the volume of remittances likely will continue to grow, and with it, the challenge of unlocking the maximum societal benefit from these transfers.

This book helps fill the gap by exploring, in the specific context of Latin America and Caribbean countries, some of the main questions faced by policymakers when trying to respond to increasing remittances flows. Book excerpt: The popular grievances that have fueled the Arab Spring since 2010 demonstrate that past development paradigms have failed to achieve the inclusive and sustainable growth expected by Arab populations. Countries in the Middle East and North Africa (MENA) region have failed to develop a strong private sector that is linked with global markets, survives without state assistance, and generates productive employment for young people. One key symptom of this maldevelopment is that, with the exception of the petroleum sector, MENA remains the least trade-integrated region in the world. The Deauville Partnership, launched by the Group of Eight (G8) in Deauville, France, in May 2011, is thus strategic and timely. At the request of the G8, this report provides an analytical framework for increasing trade and foreign direct investment (FDI) for Egypt, Jordan, Libya, Morocco, and Tunisia (the Partnership countries ). Increased trade and FDI is a key means by which Partnership countries can achieve a path of sustainable growth that reduces youth unemployment. Moreover, trade and investment can also show short-term results. The G8 countries, Turkey, the Gulf states, and other Deauville partners can help the new Arab democracies achieve their objectives in two main ways: by effectively expanding market opportunities and by supporting domestic regulatory reforms. To start implementing a long-term vision of increased trade and investment integration, based on an integrated economic space in the Mediterranean basin, the Deauville Partnership could focus on five priority areas. These are helping Partnership countries adapt to a fast-changing trade, FDI, and jobs landscape; improving market access opportunities and market regulations; fostering competitiveness, diversification, and employment; facilitating trade and mobilizing trade finance and diaspora resources; and promoting inclusiveness, equity, and sustainability of the structural transformation brought about by the process of integration. The success of the Arab political awakening will greatly depend on the emergence of such an economic awakening that can generate quality employment for the millions of young Arab men and women who seek jobs and a decent life.
