Book Does Government Human Capital Spending Contribute to Human Capital Development Evidence from Nigeria

Download or read book Does Government Human Capital Spending Contribute to Human Capital Development Evidence from Nigeria written by Ebele Nwokoye and published by . This book was released on 2017 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study empirically estimated the long-run and short-run impact of federal government human capital spending on human capital development in Nigeria. The study was motivated by the fact that despite growth in public spending in the past decade Nigeria still ranks low in human capital development. Time series data from 1990-2015 was collected and autoregressive distributed lag (ARDL) and Bounds test were used to estimate the short-run and long-run relationships respectively. The Bounds test was used to determine that a long-run relationship exists between Human Development Index (HDI) and government human capital spending while controlling for macroeconomic state of the economy using economic growth and inflation rate. The study finds that 1-year and 2-year lags of government recurrent education expenditure has weak significant negative impact on HDI rather than the expected positive impact. Only government recurrent health spending has positive impact on human capital development up to the 2-year lag. The speed of adjustment of the short-run relations is 41% significant at 5% level. The results demonstrated that both in the long and short run, government health spending has remained positive but to a very large extent insignificant to human capital development in Nigeria; whereas government education spending has not produced the desired positive impact on human capital development in Nigeria. This accounts for the low HDI of Nigeria over the years. The study therefore concludes that human capital development could be achieved through more efficient health spending in Nigeria. This study therefore strongly recommends that federal government should raise substantially the level of capital spending on education and health in order to achieve meaningful human capital development in Nigeria.

Using a growth-accounting methodology, it distinguishes the sources of growth between the accumulation of factors of production and changes in production intensity or efficiency. This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human capital formation involves investment in education, training, health and other social services that will enhance the productive capacity of labour. This paper examines the impact of human capital formation on the economic growth of Nigeria from 1975-2008. The study used co integration and error correction mechanisms to determine the relationship between human capital formation and economic growth. Unit root tests conducted on key variables shows that they are stationary in their first difference, and are also co integrated.. The results further indicate that human capital formation, measured by investment in physical capital, is a good predictor of economic growth. Based on the result , it is therefore recommended that government should increase its expenditure on education, health and other social and economic infrastructure that will enhance the productivity capacity of labour. Furthermore, an attempt should also be made to restructure the educational system to meet the challenges of the society, provide adequate incentives in terms of job opportunities, enhance wage structure and improve working conditions to individuals as well as provision of stable macroeconomic environment that will encourage increased investment in education and training by the organized private sector, religious bodies, and individuals.

Book Human Capital and Development

Download or read book Human Capital and Development written by Natteri Siddharthan and published by Springer Science & Business Media. This book was released on 2012-12-04 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: The papers included in this volume cover several aspects of human capital. It starts with the role of human capital in influencing productivity, employment and growth of employment. The chapters show that Indian States that have been neglecting schooling and health facilities have become victims in terms of low productivity and lower rates of employment. Consequently, employment cannot be increased without spending on education and health. Furthermore, the unorganised sector in India cannot provide gainful employment as productivity in this sector is low and is also declining. Skill intensity influences mainly productivity in the organised sector. As a result, states that have been neglecting human capital would lose on both counts. The chapters also reveal that human capital could be substituted for energy use and help in reducing energy consumption and pollution. India is also one of the important exporters of human capital and the non resident Indians send remittances back to India. The volume indicates that remittances play a significant role in poverty reduction and increase in per capita consumption levels. In addition remittances, unlike foreign direct investments and portfolio investments, are less erratic and are not influenced by slowdown in the world economy. Poverty could also be directly attacked through the use of anti poverty programmes like NREGA. This volume provides an analytical framework and a theoretical model to analyse the impact of these programmes to examine their influence on labour demand, income, prices and productivity. The volume also emphasises the crucial role of the government in directly running education institutions. As seen from the volume government run engineering institutions are technically more efficient than the private run ones.

Book The Role of Higher Education in Human Capital Development

Download or read book The Role of Higher Education in Human Capital Development written by Olugbenga Adedeji and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper confirms earlier position that higher education is a sine-qua-non for human capital development and economic growth. However, the paper posits that the form of education that will translate to economic growth, especially, in Nigeria must place emphasis on the access to, content and openness of the education programmes to labour market demand. In today's world, human capital development is crucial for attaining a sustainable economic growth and development. To create a knowledge based economy, in the light of technological advancements and globalization, there is the inevitable need to increase innovative capacity and transmission of knowledge. Higher Education is a prerequisite for the production of highly competent experts, which in turn, contributes to the development of organizations and the economy at large. Higher Education therefore is expected to play an important and increasing role in the development of Human Capital of a nation. Nevertheless, the problem of inability to gain access into university, inadequate funding and the mismatch between university programmes and the labour market demand have become serious and alarming issues to parents, policy makers and the society at large. This paper, therefore, examines the nexus between higher education (HE) and human capital development. The paper proceeds to identify the challenges confronting HE and human capital development in Nigeria and proposes, in particular, the diversification of HE curriculum to meet the need of the labour market and generate a wider fiscal space for the nation's economic development. Finally, the paper recommends the introduction of Public-Private Partnerships in HE in order to improve the performance of the educational system in general and increase the payoff from higher education investment in particular.
