Book excerpt: This paper employs a fully nonparametric stochastic frontier model with time and individual effects to study technical efficiency in China's post-reform economy. The panel data cover China's thirty provinces for the period of 1985-2008. The empirical results show that the average output elasticity of labor is larger than the other two inputs of capital and human capital. Based on the specified inefficiency Tobit model, the factor analysis on technical efficiency shows that the time effects of technical efficiency in China's post-reform economy are significantly contingent on the factors. There exists significant regional differences in technical efficiency in China's economic development, and a number of policy implications can be drawn.

Book excerpt: The purpose of this dissertation is to apply stochastic frontier analysis methodology to the study of efficiency and productivity in industry and in education. It is comprised of three separate studies employing stochastic frontier analysis. First, stochastic frontier analysis is used to study technical efficiency in Indian industry and its impact on India's recent economic growth. The Indian economy has sustained a consistently high rate of growth since initiating economic reforms in the early 1990's. This encouraging growth episode has the rest of the world watching their economic progress closely. This study examines the role of industrial productivity and efficiency in the post reform Indian economy by using the stochastic frontier production function model over the period 1998 through 2004. We find that industry in India has moved closer to the production frontier and the gap between the states with the highest and lowest technical efficiency in industry has narrowed across time. Most of the growth in industrial output is attributed to total factor productivity. As Indian industry approaches the production frontier, growth will necessarily require further technological innovation and/or increasing input resources. In the second study, efficiency of public education in Illinois is estimated. Public education in the United States has received a great deal of attention from both constituents and policy makers alike over the past thirty years. Identifying less efficient school districts and examining the sources of inefficiency has important policy implications. School districts might improve efficiency by managing educational resources differently. In this study, we estimate technical efficiency for all three types of school districts in the state of Illinois K-12 public education system. Technical efficiency in the Illinois school system averaged 90% for unit school districts, 85% for elementary school districts, and 82% for high school districts. Possible factors associated with inefficiency in Illinois school districts are also investigated. The percentage of student enrollment that qualifies as low income and the size of the school district are positively related to inefficiency. School districts that have a larger percentage of teachers with advanced degrees are more efficient. Having a lower ratio of students per administrator in a school district increases technical efficiency. The final study analyzes efficiency among schools within a particular school district. Efficiency of public high schools in the City of Chicago School District is estimated. Technical efficiency of Chicago public high schools averaged 72%. We also investigate possible factors associated with inefficiency. The percentage of student enrollment that is chronically truant, mobility rate, and percentage of nonwhite students are all positively related to inefficiency. Schools with higher parental involvement are more efficient. Larger high schools display greater technical efficiency than smaller high schools.

Empirical results based on data from 2000 to 2006 suggest that increased investment needs time to deliver increased productivity and efficiency, because new technology combined with fresh investment requires higher numbers of skilled workers, better managerial practices and an advanced input mix, all of which generally take time to develop. Thus, the Indian economy must boost technical efficiency by providing skilled workers and high quality managers to further economic reform.

Book excerpt: The dissertation consists of three essays which are focused on quantitative investigation of the impact of economic reforms on the size and structure of agricultural output, behavioral objectives of agricultural producers, and technical efficiency of agricultural production in Russia. In the first essay, estimates of the parameters of the production and supply response functions are used to quantify impact of changes in policies and subsequent adjustment in input-use patterns on agricultural output. Changes in terms of trade and inability of farm managers to generate profits were found to be the major reasons for output contraction. Trade liberalization and privatization did not have sizable effects on output. A decline in fertilizer and capital use were very important determinants of output dynamics, while changes in labor and land use have had only minor effects on output. In the second essay, a theoretical model of utility maximizing producer pursuing multiple objectives is developed. A new method of testing for changes in producers' objectives is proposed.

Book excerpt: This paper analyses total factor productivity growth in the unorganized manufacturing sector in India using several rounds of the large scale National Sample Survey state-level data for 15 major Indian states for the period 1978-79 to 2000-01. Data Envelopment Analysis is used to compute Malmquist total factor productivity index and its components. The impact of economic reforms on efficiency is examined. Evidence suggests that total factor productivity registered a positive growth during the period in the country as a whole. Most states in the country witnessed higher total factor productivity growth in the post 1990s reform period than in the pre-reform years. Decomposition of the Malmquist productivity index shows that improvement in technical efficiency rather than technical progress had contributed to the observed acceleration in the growth rate. Technological regress was observed which has continued at a decelerated rate in the reforms period. Econometric analysis of the determinants of total factor productivity growth indicates tendency towards convergence in the productivity growth rate across the Indian states.

Focusing on technological change, the impact of the reforms on the process of innovation is examined. It notes that the development process is proving to be highly heterogenous across industries, regions and firms and can be described as strongly inequitable. This differentiation that has emerged has implications for job creation, trade balance, and the role of small and medium sized firms. This ultimately suggests, amongst other things, the need for policies to better spread the use of new technologies.
