Book excerpt: For many years countries have taken advantage of one another's experiences in formulating social policies and even in designing specific interventions. Often such transfers have occurred on a fairly casual level; sometimes greater rigor has been present. In either case, the goal has been to learn from previous experience-at least to avoid repeating the mistakes of the past. In light of the promise that such intercountry transfers hold, it is somewhat surprising that so little energy has gone into careful analytic work on the behavior of households in differing countries and how they respond to various changes, especially those resulting from shifts in public policy. This lack of careful analysis was a major force that motivated The Urban Institute to establish an international studies program in 1982. This volume represents one of the early products of the collaborative efforts that this initiative has spawned. The results of the comparison of the housing markets in West Germany and the United States presented here offer examples of the type of unexpected conclusions that may emerge from careful analyses as well as more anticipated outcomes. Despite the many similarities in the economies of the United States and West Germany and the general free-market orientation of their housing sectors, the papers in this volume document important differences in the way households make decisions about their housing and the consequences of these decisions.

Book excerpt: This study provides evidence of the causal impact of immigration on German house prices, flat prices, and flat rents using an extensive dataset covering 382 administrative districts over the period 2004-2020. Employing a panel-data approach and a manually constructed shift-share instrument, we show that international migration has a significantly positive short-term effect on German flat prices and rents. House prices are not significantly affected. We estimate that an increase in international migration of 1% of the initial district population causes a hike in flat prices of up to 3% as well as a hike in flat rents of about 1%. The increase in flat prices is more than twice as high as this at the lower end of the market, whereas the flat rental market demonstrates a more linear response. We also discover that immigration's impact on flat prices and rents does not significantly differ across rural and urban areas within the country.

Yet, there is a lack of a clear quantitative indicator of socio-cultural diversity. Most empirical works are limited to small case studies that follow various methods. This gap in the literature calls for a comprehensive measure whereby researchers could assess and compare diversity across cities and regions at the national level. Building on a unique database of registered associations (in German: eingetragene Vereine), this study provides a hierarchical categorization of associations based on their field of activities. Applying the Shannon entropy index, the socio-cultural diversity of German regions is measured. The findings indicate a disparity between East and West Germany, reflecting the path-dependent nature of historical events. This article sets an agenda for future research
