We conduct a descriptive analysis in order to identify the key trends and changes in agricultural trade, production, demand, and food security caused by the pandemic and the related policy measures. Additionally, we compare the effects across regions and subsectors, finding considerable heterogeneity in the trade effects of the pandemic. Finally, an overview of the trade-policy response to the pandemic concerning agriculture is provided. The results of our analysis show that agriculture was highly resilient during the Covid-19 pandemic. Thereby, we identified some of the major reasons for this resilience. We also described some adapting strategies of agricultural firms with the potential to further increase the resilience of agriculture. However, the increased food insecurity and the persistent reactive trade policies raise questions regarding the future of agricultural trade liberalisation.

More than two billion most impoverished people in the world spent up to 70% of their disposable income on food. In 2020, the running pandemic has unraveled accumulated problems. As many countries rely on agricultural imports, lockdowns and disrupted food production and supply chains tremendously threaten food security of those nations. Agricultural trade was already slowing in 2019 before the virus struck, weighed down by trade tensions, and decelerating economic growth. The spread of the virus and strict quarantine measures trigger economic decline that results in food prices rises and volatilities. Due to the pandemic, nearly all regions will suffer double-digit decline in trade volumes 2020. The virus will be defeated, but the effects of the protectionism outbreak would have a much longer-lasting impact on agricultural production, international supply chains, and food security worldwide. In this publication, the authors probe into many of the choices that link national, regional, and global policies extensively with the provision of food security for all in the new era of post-virus global trade. Since studying global agricultural trade has a multinational application, its outcomes might be shared with a broad international network of stakeholders, including research institutions, universities, and individual researches. The book is appropriate for government officials, policymakers, and businesses of many countries. Adaptation of research outcomes and solutions to the situation in particular countries and various collaboration formats will let to increase the visibility of the publication and to elaborate new practices and solutions in the sphere of establishing sustainable food security.

In response to concerns over food security and food safety worldwide, many countries reacted immediately to apply policy measures aiming to limit potentially adverse impacts on domestic markets. Covering the first half of 2020, the report provides an overview of short-term changes in trade patterns and policy measures related to agricultural trade that countries adopted in response to the pandemic.Despite the shocks caused by the COVID-19 pandemic and containment measures, the efforts of governments and agricultural sector stakeholders to keep agricultural markets open and trade flowing smoothly contributed to remarkably resilient value chains. Effects on global trade in food and agriculture remained limited to short-term disruptions at the very beginning of the pandemic.Governments’ policy responses covered a wide range of measures, including export restrictions, lowering of import barriers, and domestic measures. Most of the trade restricting measures were short-lived. International political commitments were pivotal in the coordination of a global response to the crisis and in deterring countries from taking unilateral measures that could have harmed food security in other parts of the world.However, COVID-19 is still spreading and may entail severe implications for access to food and longer-term shifts in global demand and supply of food and agricultural commodities.

On the supply side, widely different views remain on the duration of the shocks, the price dynamics, differential impacts between domestic and international markets, differences across countries and commodities, the likely paths of recovery, and the policy actions to remedy the various shock waves. On the demand side, there is near ubiquitous agreement that agricultural demand and trade would slow-down, with contractions stemming from a deceleration in overall economic activity (GDP growth) and rising rates of unemployment. While food and agricultural systems are exposed to both demand and supply side shocks (symmetric), these shocks are not expected to take place in parallel (asynchronous) since, inter alia, consumers can draw on savings, food stocks and safety nets.

Book excerpt: Global agricultural trade, which increased at the end of 2020, has been described as "resilient" to the impacts of the COVID-19 coronavirus pandemic; however, the size and channels of its quantitative impacts are not clear. Using a reduced-form, gravity-based econometric model for monthly trade, we estimate the effects of COVID-19 incidence rates, policy restrictions imposed by governments to curb the outbreak, and the de facto reduction in human mobility/lockdown effect on global agricultural trade through the end of 2020. We find that while agricultural trade remained quite stable through the pandemic, the sector as a whole did not go unscathed. First, we estimate that COVID-19 reduced agricultural trade by the approximate range of 5 to 10 percent at the aggregate sector level; a quantified impact two to three times smaller in magnitude than our estimated impact on trade occurring in the non-agricultural sector. Second, we find sharp differences across individual commodities. In particular, we find that non-food items (hides and skins, ethanol, cotton, and other commodities), meat products including seafood, and higher value agri-food products were most severely impacted by the pandemic; however, the COVID- 19 trade effect for the majority of food and bulk agricultural commodity sectors were found to be insignificant, or in a few cases, positive. Finally, we also examine the effects across low vs high income countries, the changing dynamics of the pandemic's effect on trade flows, and the effects along the extensive product margins of trade.

This report does an extensive review and analysis of policy decisions made by 19 governments in the region in response to the COVID-19 crisis, from March 2020 to May 2020. The broad range of policy decisions were reviewed based on the Food and Agriculture Policy Decision Analysis (FAPDA) database, complemented by information on disruptions of food and agriculture systems and related policy responses provided by regional and country offices. Results from the review indicate what were the major policy responses from most countries in the region, including common policy responses targeting consumers and producers. It further shows that the magnitude of measures implemented in the region is characterized by a somewhat foreseeable divide between oil- and gas-rich countries and all other NENA countries. Benefiting from this consolidated analysis of the regional policy response, the report draws insights and provides general recommendations that may feed the policy debate at the national, regional, and global levels, facilitating better-targeted policy support and contribute to economic recovery with coordinated policy responses across countries.

Book excerpt: COVID-19 has resulted in a shock to agrifood systems around the world, with the potential for low- and middle-income countries to be particularly affected. Although policy responses were more muted than during the 2007–2008 world food crisis, efforts to insulate from supply shocks and ensure local availability during COVID-19 have generally included export restrictions and import tariff reductions, among other responses. In an effort to enable rapid market monitoring and realignment, we develop a new indicator defined as a monthly nominal rate of protection “express” which seeks to isolate as much as possible the effect of trade and market policies on domestic prices in real-time in order to understand how they responded. This analysis examines changes to this indicator during the first wave of the pandemic in 27 low- and middle-income countries for the most-consumed staple cereals of the poor and food insecure. We show that agricultural price incentives declined by 12.6 percentage points compared to the same months in previous years, suggesting that retail domestic price spikes may have largely been mitigated or avoided. However, impacts varied across countries and commodities, and this indicator can serve as a tool for examining primary drivers of changes and conducting causal analysis to facilitate adequate agrifood policy responses to support economic recovery in the post-COVID-19 era.

While aggregated agricultural trade patterns remained largely unaffected by the pandemic, the World Bank still expects global poverty to rise for the first time in more than twenty years. Since late 2020, several developments have the potential to further jeopardize global food security. Precisely, sea freight rates for bulk carriers, which are primarily used in international agricultural trade, have surged to an eleven-year high. However, despite the significant role that transportation costs play in international food trade, current research tends to overlook the impact they have on trade flows and food price formation. Further, the Food Price Index provided by the Food and Agriculture Organization of the United Nations (FAO) has increased for eleven straight months, reaching a seven-year high. These developments constitute increased risk to food security, particularly in poorer regions. Only strengthened international cooperation and unrestricted trade can safeguard global food security in the coming phase of globally uneven economic recovery. Calls for domestic self-sufficiency, proposals to transition to an over-bureaucratized, command-and-control EU-food system, as well as tightening economic sanctions and countersanctions between leading economic powers endanger food security, especially in import-dependent regions.
