Book excerpt: Global climate studies show that not only temperatures are increasing and precipitation levels are becoming more varied, all projections indicate these trends will continue. It is therefore imperative that we understand changes in climate over agricultural areas and their impacts on agriculture production and food security. This study presents new analysis on the impact of changing climate on agriculture and food security, by examining the evidence on recent climate variability and extremes over agricultural areas and the impact of these on agriculture and food security. It shows that more countries are exposed to increasing climate variability and extremes and the frequency (the number of years exposed in a five-year period) and intensity (the number of types of climate extremes in a five-year period) of exposure over agricultural areas have increased. The findings of this study are compelling and bring urgency to the fact that climate variability and extremes are proliferating and intensifying and are contributing to a rise in global hunger. The world’s 2.5 billion small-scale farmers, herders, fishers, and forest-dependent people, who derive their food and income from renewable natural resources, are most at risk and affected. Actions to strengthen the resilience of livelihoods and food systems to climate variability and extremes urgently need to be scaled up and accelerated.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting. Last year’s report showed that the failure to reduce world hunger is closely associated with the increase in conflict and violence in several parts of the world. In some countries, initial evidence showed climate-related events were also undermining food security and nutrition. This year’s report goes further to show that climate variability and extremes – even without conflict – are key drivers behind the recent rise in global hunger and one of the leading causes of severe food crises and their impact on people’s nutrition and health. Climate variability and exposure to more complex, frequent and intense climate extremes are threatening to erode and reverse gains in ending hunger and malnutrition. Furthermore, hunger is significantly worse in countries where agriculture systems are highly sensitive to rainfall, temperature and severe drought, and where the livelihood of a high proportion of the population depends on agriculture. The findings of this report reveal new challenges to ending hunger, food insecurity and all forms of malnutrition. There is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes. These and other findings are detailed in the 2018 edition of The State of Food Security and Nutrition in the World.

If not stopped, it will be catastrophic for life on earth. Scientific evidence shows that human activities are the primary driver of CC tendencies since the industrial times. In this book, we present the relationship between development and CC, with special reference to agriculture, the rural sector, and policies aimed to promote sustainable development. We also give special attention to the situation in low- and medium-income countries particularly rural households and small farmers in these countries.The study of agriculture, CC, and sustainability requires consideration of natural resources and their uses (land, freshwater, forests, etc.), as well as the rural sector since land for agricultural production often expands at the expense of forests. In addition, the use of water for agricultural production affects the availability of this resource for other uses in the urban, industrial, and service sectors. Consequently, sustainable agricultural development under CC requires an interdisciplinary or at least a multidisciplinary approach. In this book, we do our best to deal with this challenge by focusing on issues and topics related to agriculture and its use of natural resources in the context of CC, but without ignoring the interrelations of these phenomena with further aspects of sustainability beyond agriculture.

Book excerpt: The Ethiopian economy relies predominantly on rainfed agriculture for income generation, export earnings, and rural livelihoods. However, the frequency and intensity of extreme ago-climatic events projected by climate scenarios suggest considerable and growing risks from climate change to the country’s agri-food systems and the overall economy. This study assesses the economic impacts of recurrent climate shocks on the Ethiopian economy to 2040. The results indicate that recurrent climate shocks will lead to a reduction in Ethiopia's cumulative GDP from 2020 to 2040 compared to a “no climate change” baseline. Specifically, extreme weather events could cumulatively cost Ethiopia up to 17 percent (or US$ 534.3 billion) in GDP between 2020 and 2040 compared to a no-climate change baseline. The weight of the economic loss is concentrated in the agricultural production sector, with rural households and poorer households in urban areas being worst affected. Strategic investments in irrigation infrastructure and in hydroelectricity generation are found to be effective in mitigating some of the damage caused by recurrent climate variability.

Climate change adds a further challenge, as changes in temperature and precipitation threaten agricultural productivity and the capacity to feed the world's population. This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages. In pursuit of these goals, policymakers should increase public investment in land, water, and nutrient use and maintain relatively free international trade. This inquiry into the future of food security should be of use to policymakers and others concerned with the impact of climate change on international development.

Global warming is projected to have significant impacts on conditions affecting agriculture, including temperature, carbon dioxide, glacial run-off, precipitation and the interaction of these elements. These conditions determine the carrying capacity of the biosphere to produce enough food for the human population and domesticated animals. The overall effect of climate change on agriculture will depend on the balance of these effects. Assessment of the effects of global climate changes on agriculture might help to properly anticipate and adapt farming to maximize agricultural production. At the same time, agriculture has been shown to produce significant effects on climate change, primarily through the production and release of greenhouse gases such as carbon dioxide, methane, and nitrous oxide, but also by altering the Earth’s land cover, which can change its ability to absorb or reflect heat and light, thus contributing to radiative forcing. Sustained and systematic attention is crucial if we are to avoid a humanitarian catastrophe — A 2009 ICTSD-IPC study by Jodie Keane suggests that climate change could cause farm output in sub-Saharan Africa to decrease by 12 percent by 2080 although in some African countries this figure could be as much as 60 percent, with agricultural exports declining by up to one fifth in others. Adapting to climate change could cost the agriculture sector $14bn globally a year, the study finds. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.
