Book excerpt: In 1987 the Swedish National Board for Technical Development (STU, later becoming the Swedish National Board for Industrial and Technical Development, NUTEK) initiated a study of Sweden's Technological Systems and Future Development Potential. A comprehensive, interdisciplinary study was envisioned, yielding not only useful insight but also a permanent competence base for future analyses of technological systems and technology policy in Sweden. Three leading Swedish research institutes were invited to participate: the Industrial Institute for Economic and Social Research in Stockholm, the Department ofIndustrial Management and Economics at Chalmers University of Technology in Gothenburg, and the Research Policy Institute at the University of Lund. I was invited to direct the project. The project group decided to focus initially on a particular technological system, namely factory automation, to be followed by similar studies of other systems. Numerous publications have resulted from the project thus far. The current volume represents a summary of our work on factory automation. It consists of several original essays and of some previously published papers which have been edited, in some cases substantially, in order to form a comprehensive and coherent picture of a technological system. To our knowledge, this is the first in-depth analysis of a technological system designed as a component of a systematic study of technological systems more generally. At the time of this writing, three further studies on electronics and computers, pharmaceuticals, and powder technology are under way, to be published in a later volume.

Excerpt: ...also pointed out that the direct regulatory control procedures used by the EPA in water (and air) pollution do not provide strong positive incentives for firms to develop pollution-reducing technological advances. Rather, the current laws tend instead to channel the firm's efforts toward those approaches that have been sanctioned by regulatory authorities and that will avoid trouble in gaining their approval. Charles Schultze of the CEA has pointed out that laws that mandate regulatory authorities to impose the "best available technology" operate as a strong deterrent to experimentation with new techniques and technologies. He asks in this regard, "will firms in polluting industries sponsor research or undertake experimentation to develop a new means of reducing pollution still further if its very availability will generate new and more stringent regulations?" (Schultze, 1977, p. 53). The point, of course, is not that environmental legislation has not created a substantial demand for new pollution-control technologies. There is no question that this legislation has accelerated the development of numerous new technologies for pollution control. There are even instances in which innovation in pollution-control equipment has had positive spillover effects on firm efficiency and profitability as well as yielding broader social gains. But there is also ample evidence from which we conclude that the centralized mode of direct regulatory controls used in this country is not the best approach for encouraging such pollution-reducing technologies. The experiences in regulating air pollution from auto emissions (discussed below) provides a particularly good case illustration of this point. The increasing coexistence of innovation and automation is resulting in each impacting the other in ways that can be detrimental to both. This book links these forces of change positively by shifting the focus on human-machine interactions from the current, technology-centred approach, to one where sharing is evolved and creativity is no longer suppressed.It provides a unique way of understanding innovation in organizations, but using an environmental interaction approach to understanding creativity and its translation into innovatory behaviour. The current dampening of creativity in organizations is made meaningful by explaining organizational behaviour in terms of rituals.The author succinctly assembles the current evidence that the prevailing technology-centred approach to automation is in part responsible for the inability of humans to be creative in work situations. Many of the behavioural constraints necessary for this type of automation paralyse the translation of creativity into innovatory behaviour. In producing an antidote to the technology-centred approach, he moves beyond current human-centred thinking, to an approach where humans and machines share by using the same processes that underlie the sharing between humans. This sharing-centred approach to automation is explained and illustrated.Throughout the book, the current state of human-machine interactions is illustrated with vignettes from aviation, medicine and from organizations. The book also discusses three pictures of future human-machine interactions of the flight deck, in primary care medical practice, and in boardrooms or major organizations.
