Book excerpt: Excerpt from The Home-Rule Act of Texas The great significance of the home rule amendment to the Constitution of Texas, adopted by popular vote in November, 1912, and of the enabling act passed in April, 1913, in exeem tion of the amendment is shown by the fact that no less than thirty-nine cities of Texas have already taken action under this legislation. This represents about seventy-five per cent of the cities over 5000 population in the state, which by the terms of the amendment are entitled to take advantage of the home rule charter powers. Of these thirty-nine cities that have ai ready taken action, twenty have adopted entirely new. Charters and the rest have amended existing charters. Interest in the subject of home rule charter making continues to increase in the cities of Texas and as all action of this kind must be based on the constitutional amendment and enabling act there is a great demand for copies of this legislation. The enabling act, which repeats verbatim in its first paragraph the constitutional amendment, is not available in separate form but only in the general laws of the Regular Session of the Thirty third Legislature. As this source is not easily available to the many persons interested in examining the law with a view to determining the advisability of taking action thereunder in a particular city it has seemed desirable, in view of the many requests for the same, to prepare a copy of the law for free distribution to all citizens of Texas. This should not only be of value in aiding persons already interested in the possibilities of home rule charter action in their city, but may also help to stim ulate interest among others who have not had the opportunity of seeing what the home rule legislation offers. In the hope that both of these objects may in a large measure be fulfilled the present reprint of the home rule amendment and enabling act has been prepared. Book excerpt: Excerpt from Home Rule: A Critical Consideration I AM indebted to the Editor of the leader for permis sion to republish in book form the following articles, which first appeared in his paper and were written at his request. They are an attempt to explain in a clear and businesslike way what Nationalist Ireland means by Home Rule. My object in writing them was two fold., First to awaken intelligent discussion in Ireland concerning the details of Home Rule, and secondly to place a clear statement of Ireland's demand before fair minded Englishmen. It was indeed 'to compass the second of these objects that this book has been pub lished. I have taken as the standard for discussion the Home Rule Bill of 1893, because I do not believe, that Irish public opinion will be satisfied with anything less, and because I hope that English statesmen will have the courage and foresight to give us something more. One specious argument is frequently used against a generous Home Rule Bill by politicians of the Devolu tion school. Stated shortly it amounts to this, that Home Rule should be granted by instalments because Ireland is not prepared for a measure of full self-govern ment. Nothing could be more absurd. The adminis tretiye government of every country is really carried on by the permanent officials. The representatives of the people who form the party government of the day simply direct and influence the permanent officials. Nowhere is this more apparent than in England, where the government of the day always acts on consultation. Book excerpt: Excerpt from The Present Status of the Home Rule Question But, after all, the most interesting question at present con cerning the Government of Ireland Bill is whether it has any chance of becoming a law in the near future. AS regards this question, any prophecy at the present juncture would be rash. Nevertheless, there are some facts which can be stated with reasonable certainty and which are worthy of the attention of students of current politics. One of the most evident of these facts is that the majority of Englishmen no longer get excited about the question. True enough a certain class of Unionist leaders are using strong, not to say violent and dis courteous, language in the newspapers, on the platform, and even on the oor of the House of Commons. But as far as the results have been expressed in votes they cannot be said to tell very strongly against Home Rule. The administration has lost several seats at recent by-elections and has held others by decreased majorities, as the administration of the day usually does. But in none of these contests have the Unionists shown a disposition to feature Home Rule as an issue, except perhaps in Manchester. But since 1903 the voters of that city have developed the habit of returning Liberal members in general elections, when there is a possibility that the election of a Union ist member might mean the success of the policy of protective tariffs, and Unionists in by - elections, when free trade is not in danger. Much water has passed under the bridges Since 1886, even since 1893, and there is every indication that in the meantime the View that some measure of Home Rule is the only possible solution of the Irish question has gained ground in Great Britain until it now commands the approval of a majority of the voters. The most rabid Unionist leaders them selves complain of the apathy of their followers. An exami nation of the arguments used by the leaders of the parties thatfore, say, and apparently believe, that the prime minister and his colleagues have sold themselves for place, and that they do not really believe in the measures they are supporting. It would be a mistake, however, to take this View too seriously. Even though we could believe the ministers, who are admitted by many Unionists to be a more able group of men than those who occupy the front Opposition bench, to be so entirely devoid of political scruples, it is impossible to conclude that all their eminent supporters out of office, publicists, journalists, and the like, are also of that character. We are obliged to believe, therefore, that the arguments used by the advocates of Home Rule represent the actual opinions of a considerable number of English people.
