Book excerpt: Examines the history of post-colonial Kenya's and Zambia's relations with the People's Republic of China from ideological, political, economic and social perspectives. Africa has become a major platform from which to analyse and understand China's growing influence in the global South. Yet, the impact of their historical relationship has been largely overlooked. Through the triangulation of the global Cold War, African history, and Chinese history, this study provides a detailed analysis of China-Africa relations in the second half of the 20th century. Examining the encounters, conflicts, and dynamics of China-Kenya/Zambia relations from the 1950s until the present, as well as the basis on which historical narratives have been constructed, the book presents two contrasting state perspectives underlining the concept of 'African agency'. Driven by a class-based analysis of world revolution, Communist China's foreign policy did not distinguish significantly between Kenya and Zambia. Both countries sought ideological and material support from China in the years after their independence. The Kenya African National Union under both Jomo Kenyatta and Daniel Moi pursued a consistently pragmatic foreign agenda, and despite political tensions and ideological rifts with China since the mid-1960s, Sino-Kenyan trade has continued to grow steadily. In contrast, China-Zambia relations under Kenneth Kaunda were cordial despite their political differences. Zambian leaders maintained a relatively high consensus that any alleged Chinese Communist threat would not be allowed to fuel power struggles within their United National Independence Party. Challenging both the widely accepted role of China-Africa's historical lineage, as well as the tendency to assume uniformity in China's relationships across the continent, the author explains the development of these relationships and sheds light on the historical underpinnings - or lack thereof - on contemporary China-Africa relations.

These three countries have long shared and interconnected pasts. This formal political relationship created dynamics that resulted in yet closer economic and social links. Thematically and chronologically organised, it explores the discovery of viable ores on the Northern Rhodesian/Zambian Copperbelt in the late 1920s, which attracted foreign capital from South Africa, Britain and the USA, prompting the development of the Nkana mine and the formation of the Rhokana Corporation in the early 1930s. It follows through the evolution of the copper mining industry up to the re-privatisation of the Zambian mining sector in 1991. The book ties into a single narrative the disparate themes of corporate organisation, labour relations, and profitability of Rhokana, demonstrating how the firm was, for a time, the most important mining entity in the Northern Rhodesian/Zambian mining industry. Rhokana was both an investment firm on the Copperbelt and a mining company through Nkana mine. Thus, the Corporation was central to the development and profitability of the copper industry in Zambia. Its corporate and labour policies influenced the Copperbelt as a whole. Employing the largest labour force in the mining sector, Rhokana spearheaded the labour movement on the Copperbelt. Its Nkana mine was also the largest producer of copper in the Northern Rhodesian mining industry between 1940 and 1953, and contributed hugely to the war economies of Britain and the USA. Throughout its history, Nkana was also a major source of cobalt. After nationalisation of the mining sector in 1970, Rhokana surrendered its investments in the wider copper industry, but remained central to the Copperbelt’s smelting and refining operations, owning the biggest metallurgical facilities in the industry.

The analysis focuses on the residual political and governmental effects of an imperial form of power, embodied in the person of the republican president, termed here prerogativism. Through systematic, long-term ethnographic engagement with Zambian constitutionalist activists – lawyers, judges and civic leaders – the study examines how prerogativism has shaped the postcolonial political landscape and limited the possibilities of constitutional liberalism. This is revealed in the ways that repeated efforts to reform the constitution have sidelined popular participation and thus failed to address the deep divide between a small elite stratum (from which the constitutional activists are drawn) and the marginalized masses of the population. Along the way, the study documents the intimate interpenetration of political and legal action and examines how prerogativism delimits the political engagements of elite actors. Special attention is given to the reluctance of legal activists to engage with popular politics and to the conservative ethos that undermines efforts to pursue a jurisprudence of transformational constitutionalism in the findings of the Constitutional Court. The work contributes to the rising interest in applying socio-legal analysis to the statutory domain in postcolonial jurisdictions. It offers a pioneering attempt to deconstruct the amorphous and ambivalent assemblage of ideas and practices related to constitutionalism through detailed ethnographic interrogation. It will appeal to scholars, students and practitioners with an interest in theorizing challenges to political liberalism in postcolonial contexts, as well as in rethinking the methodological toolbox of socio-legal analysis.

Development theory did not manifest itself in tracts of economic and political theory alone. It manifested itself in every sphere of expression where economic predicaments might be seen to impinge on cultural factors. Architecture appears in development discourse as a terrain between culture and economics, in that practitioners took on the mantle of modernist expression while also acquiring government contracts and immersing themselves in bureaucratic processes. This book considers how, for a brief period, architects, planners, structural engineers, and various practitioners of the built environment employed themselves in designing all the intimate spheres of life, but from a consolidated space of expertise. Seen in these terms, development was, to cite Arturo Escobar, an immense design project itself, one that requires radical disassembly and rethinking beyond the umbrella terms of “global modernism” and “colonial modernities,” which risk erasing the sinews of conflict encountered in globalizing and modernizing architecture. Encompassing countries as diverse as Israel, Ghana, Greece, Belgium, France, India, Mexico, the United States, Venezuela, the Philippines, South Korea, Sierra Leone, Singapore, Turkey, Cyprus, Iraq, Zambia, and Canada, the set of essays in this book cannot be considered exhaustive, nor a “field guide” in the traditional sense. Instead, it offers theoretical reflections “from the field,” based on extensive archival research. This book sets out to examine the arrays of power, resources, technologies, networking, and knowledge that cluster around the term "development," and the manner in which architects and planners negotiated these thickets in their multiple capacities—as knowledge experts, as technicians, as negotiators, and as occasional authorities on settlements, space, domesticity, education, health, and every other field where arguments for development were made.
