William was so far moved by this re presentation, as to recommend to the provincial assembly a more deliberate consideration of the governor's proposition; and he even condescended to repeat the arguments which Nicholson had already unsuccessfully employed. But these reasons gained no additional currency from the stamp of royal sanction. The king's project encountered again the most determined rejection from the assembly; and his argument elicited from them only a firm but respectful remonstrance, in which they declared their conviction that neither the forts then in being, nor any other that might be built in the pro vince of New York, could in the slightest degree avail to the defence and security of Virginia: for that either the French or the northern Indians might invade this colony, and yet not approach within a hundred miles of any of those forts. Nicholson had relied with undoubting assurance on the success of this attempt: and the issue of it, which discon certed his ambitious hopes, destroyed his popularity, and discredited the policy of his counsels by lowering the dignity of the king, inspired him with the most vindictive feelings of rage and mortification. Henceforward, he took no pains to conceal his antipathy to the institution of representative assemblies, and to the democratical frame of the provincial governments. He represented to the British ministers that the dissent of the Virginian assembly from his majesty's desire and opinion, proceeded entirely from a spirit of te bellion, and a propensity to national independence and republican government;1 - charges which, as they coincided with the fears and jealousies of the parent state, were most likely to provoke her jealousy and malevolence towards the colony. Blending a regard to policy, with the gratification of his resentment, and h0ping to impress the credulous with a high opinion of his munificence and public spirit, he protested. And when we have reached the conclusion of this Book, we shall be in a position to see precisely why a war, apparently so indecisive, should suffice for the conclusion of a peace which has now lasted for forty years, and bids fair to last as many more. But in entering upon this narrative, we must observe, that this "Second War," (as it has been called,) in relation to World History bears by no means so prominent a place as we might suppose, from seeing the account that is made of it in the United States. And the reason manifestly is, that the principles, to maintain which, ostensibly, America flung down her gage, were not the real grounds of the conflict. They bore no nearer relation to the actual combat, than the question "whose lady's eyes were the brightest," which was - so say the chronicles of chivalry - the avowed reason for mortal encounter between every two doughty and errant knights, who chanced to meet, after having sallied forth for the very purpose of achieving some notable adventure in arms. Of the part in this war which Jefferson took, we have spoken in the chapter upon the Foreign Affairs of his Administration; and we think that few can trace carefully the line of policy which he adopted, without ascribing it mainly to him; although the party opposed to it gave it the title of "Madison's war." How adroitly the great Democratic chieftain contrived, without implicating himself in the responsibility of conducting them, to make hostilities unavoidable, has been fully shown. Perhaps there is no tract of country in the world, that preserves the mountain character over so great a space, with so small an elevation. The mean height of the Alleg hanies Proper, is only from 2000 to 8000 feet, about one-half of which consists of the elevation of the mountains above their base and the other half, of the elevation of the adjoining country above the sea. To this height, the country rises by an irregular but al most imperceptible acclivity, from the ocean, at the distance of qoo or 800 miles on the one side, and from the channel of the Mississippi, at an equal distance, and by a still more gentle acclivity, on the other. A gra dual elevation of i 1000 or iqoo feet, upon a horizon tal surface of qoq or 800 miles, would give the sur face of the country, on the eastern side, an average rise of from three to four feet in the mile, and from two to three feet on the Western side, making allow ance for; the height of the channel of the Mississippi. This small degree of inclination accounts for the great extent of inland navigation which the United States enjoy. Besides, the beds of the rivers are generally lower than the country near-their banks, and their winding course also lessens the rapidity of their 'deu scent. Yet even today most intelligent non-Indian Americans have little knowledge of Indian history and affairs those lessons have not taken root. This book is an in-depth historical survey of the Indians of the United States, including the Eskimos and Aleuts of Alaska, which isolates and analyzes the problems which have beset these people since their first contacts with Europeans. Only in the light of this knowledge, the author points out, can an intelligent Indian policy be formulated.
