Excerpt: ... session being held at Boston, the house and council 1770 voted that the assembly should be removed to Cambridge. He refused to consent, because it was giving up his prerogative. He called the next assembly to sit at Cambridge, the small pox being in Boston. Before any other business was done, he gave his consent to a vote that had passed the two houses, reciting the reason of his calling them there, and their acquiescence, and declaring that, for the reasons aforesaid, the assembly shall and may be now held at Cambridge, no exception or advantage to be taken hereby respecting the power of removing the assembly from place to place. By this equivocal vote, the governor imagined that he had preserved his authority entire. In 1728, Mr. Burnet, from the opposition he met with from the inhabitants of Boston in his controversy concerning the fixing of a salary upon the governor, removed the assembly to Salem, where, for some weeks, the house did not proceed to business; and it was then urged, that the writ for convening the assembly established the town house in Boston as the place for holding it. To this he answered, that those words in the writ were mere form, and, like other words in it, exempli gratia only . They then proceeded to business. He afterwards removed them to Cambridge. They had several times, besides, sat at Cambridge and Concord, when the small pox had been in Boston. The king directed Mr. Belcher to meet them at Salisbury in 1737; and, since the year 1728, no doubt had been made of the authority of the governor to appoint place, as well as time, for the meeting of the assembly. He was at this time about forty-four years of age, and is said to have been a favorite of Governor Phipps, who was responsible for his appointment. In 1694, instructions, dated Boston, August 8, were given Captain J ohn Alden to embark on the Province Galley, Captain Thomas Dobbins, com mander, and proceed to Pemaquid to see if any In dians had been talked with in regard to peace and re prisals, and also to go to Penobscot to see if any Indians were concerned in the murders there.' Captain Dobbins was succeeded later in the same year by Captain Samuel Mould, probably of Charlestown. Reports of seventeen French vessels being fitted out at Petit Goave in 1693 for the purpose of intercepting Eng lish vessels bound for the West Indies was the signal for renewed activities among the colonists. Lieutenant-gov cruor Stoughton, in a letter dated February 11, 1694-5, to the government of Connecticut, asking them to provide twenty able seamen for the Province Galley until the end of the summer of 1694, wrote, This Province is so dreyned of men by the calamities of the war, sickness.
