Death staring them in the face on every side; and life, while it was spared to them, bereft of all pleasure, ease, or comfort; of all, in Short, that can make life desirable, save the one proud consciousness that they were doing their duty to their country in the way in which she had chosen that it should be done. Our foreign naval stations should be protected against a coup de min by local means, which need not be less efl'ectual because inexpensive. By timely care the necessity for a lavish outlay may be averted. A few well-placed earthworks, a local force of artillerymen, the men who coal the ships being trained to assist at the guns, and a supply of torpedoes, are indispensable; and when these are provided the main duty of the navy will be, not to remain in or off the harbours, which form the bases of our naval operations, but to blockade the enemy in his own ports, and cruise at sea in search of any squadrons which may have set forth to attack our colonies or to interrupt our communications. Smaller vessels are needed, as will be hereafter shown, as auxiliaries to the powerful ships on which our efforts should be mainly concentrated: but the fighting fleet should be adapted primarily for the time of battle. N o success in secondary enterprises can be set in the balance against defeat in the decisive struggles. The minor advantages gained by the French, in seas remote from the principal theatre of war, afforded them no compensation for the defeats they sustained at Aboukir and Trafalgar.
