Book excerpt: Excerpt from The History of Federal and State Aid to Higher Education in the United States One of the chief difficulties encountered in writing the following monograph, has been to determine what schools should be classified as institutions of higher education. When treated historically higher education is quite relative in its nature. There is no line that can be drawn separating into groups schools of the same grade of work. The names of institutions are misleading; an Old time academy might have been equal in curriculum and instruction to a modern college, and on the other hand a modern high school may be equivalent to an old time college. There has always been a tendency for an institution, when first founded, to take upon itself a great name with the hope of soon becoming greater than its name. All classification is at best merely relative. Under such circumstances there is only one alternative - to classify institutions appearing under the names of college and uni versity as schools Of superior instruction. On the other hand, many normal schools have courses of instruction ranging into the classics and higher English branches. But as these schools are professional, being devoted to the preparation Of teachers in the primary and secondary schools, they are naturally excluded from the classification under higher education. They should be treated by themselves, and it would be exceedingly interesting to trace the history of normal education in the United States. The question of determining the position of pure agricultural and technical schools, where the chief work has been directed to manual training rather than to theoretical knowledge, is not easily settled. In this monograph the agricultural and mechanical colleges have been in cluded, as upon the whole the best solution of the question. While everyone at all familiar with the trend of educational affairs must admit that the growth of State universities is one of the most remarkable features of recent educational development, very few seem to be aware of the fact that State assistance to education, in all its branches, has been the traditional policy of the country. Not long since I heard an eloquent address on State universities, in which the speaker admitted that the movement was irresistible. He declared that it could no more be stopped, either by denominational prejudice, or by outcries against socialism or by the advocates of laissez faire, than the building of railroads and the running of trains across the plains can be stopped by the shouts of Indians or the showers of Indian arrows. Occasionally, he said, an engineer or a fireman may be shot down, but his place is at once filled and the work goes on as before. Book excerpt: Excerpt from Federal Aid to Education The High School Debating Union was organized among the high schools of North Carolina by the Dialectic and Philanthropic literary societies of the University of North Carolina during the school year 1912-13. The query that year was, resolved, That the constitution of North Carolina should be so amended as to allow women to vote under the same qualifications as men. Ninety schools participated in the first annual state-wide debate, which was held on February 22, 1913. Sixteen schools won both debates and sent their teams to Chapel Hill for the final contest. The Pleasant Garden high school, represented by Grady Bow man and S. C. Hodgin, on the affirmative, won the Aycock Memorial Cup in the final debate on March 7, 1913. One hundred and fifty high schools took part in the second annual state-wide debate on March 20, 1914, onthe subject, resolved, That the constitution of North Carolina should be so amended as to allow the initiative and referendum in state-wide legislation. Forty-one schools won both of their debates and sent their team-s to Chapel Hill for the final contest. The winston-salem high school, represented by Charles Roddick and Clifton Eaton, on the negative, won the Aycock Memorial Cup in the final debate on April 3, 1914. During the school year 1913 14 the High School Debating Union was incorporated as a regular fea ture of the work of the University Extension Division.
