How did French Canadians’ activities in the global south influence future debates about migration and Quebec society? How did migrants, in turn, shape debates about language, class, nationalism and sexuality? A Place in the Sun explores these questions through overlapping histories of Quebec and Haiti. From the 1930s to the 1950s, French-Canadian and Haitian cultural and political elites developed close intellectual bonds and large numbers of French-Canadian missionaries began working in the country. Through these encounters, French-Canadian intellectual and religious figures developed an image of Haiti that would circulate widely throughout Quebec and have ongoing cultural ramifications. After first exploring French-Canadian views of Haiti, Sean Mills reverses the perspective by looking at the many ways that Haitian migrants intervened in and shaped Quebec society. As the most significant group seen to integrate into francophone Quebec, Haitian migrants introduced new perspectives into a changing public sphere during decades of political turbulence. By turning his attention to the ideas and activities of Haitian taxi drivers, exiled priests, aspiring authors, dissident intellectuals, and feminist activists, Mills reconsiders the historical actors of Quebec intellectual and political life, and challenges the traditional tendency to view migrants as peripheral to Quebec history. Ranging from political economy to discussions about sexuality, A Place in the Sun demonstrates the ways in which Haitian migrants opened new debates, exposed new tensions, and forever altered Quebec society.

Second, there is a discussion of how education is strongly linked to the Haitian's particular status in Quebec. This status is subject to the political climate and commitment of the Quebec government to establish French culture as the dominant one. Finally, different interviews with Haitian respondents and participants are introduced. The findings of the cases studied suggest that some of the Haitians who arrived here in the 1960s (first wave) became "upwardly mobile' and benefited from unprecedented opportunities in Quebec. Unlike the first wave, the second and succeeding waves of Haitian immigration arrived in Quebec in a different political and socioeconomic context. Because many of these individuals had little education, they went to work mainly in factories. However, many of those who were well-educated failed to secure a job despite their education. This situation forced the latter into unemployment and underemployment. Starting with the assumption that education and employment are the main variables for achieving immigrant integration, this thesis seeks to understand these two different contexts of Haitian immigration and their effect on the integration process of these individuals in Quebec society.

It traces how the gang emerged from a group of Haitian friends, the children of migrants from Haiti in the 1970s. It documents the forms of racial violence they experienced and their battles against them. It also documents the everyday lives of the gang members, the petty crime some members engaged in to make ends meet, and how the police actions against the gang changed its nature and function – making it, finally, a more criminally oriented and violent formation. It is a story about a gang, but it is also a story of young Haitians making their lives in 1970s and 80s Montreal and a story about Montreal in a period of great change.

Book excerpt: The Canadian response following the Haitian earthquake of 2010 was not solely focused on providing humanitarian assistance. Canada also used several immigration measures both at the federal level and the provincial level in Quebec in order to facilitate the immigration of eligible Haitians to Canada and their subsequent reunification with their Canadian family members. This thesis explores these immigration measures and evaluates their effectiveness. In addition, the research examines the role that the large Haitian Diaspora in Canada played in bringing about the adoption of a set of immigration measures specifically for Haitians. The research shows that the Canadian measures implemented were both multi-dimensional --as a variety of immigration mechanisms were used, and multi-level --as the Canadian response included both federal and provincial initiatives in Quebec. While a number of measures were introduced federally, none of these measures could be considered "special" as they were all possible under Canada's immigration legislation, and they were not unique to the post-earthquake context. In contrast, Quebec's Humanitarian Sponsorship Program for Haitians was very "special" in that it was the first time such a program was implemented for a large group of people. The research also points to the fact that although using immigration mechanisms to respond to a humanitarian crisis has its benefits, these mechanisms are not designed to provide prompt protection and relief to individuals affected by crisis situations. The research also demonstrates that the use of the available complementary protection measures (humanitarian and compassionate considerations, moratorium and protected person status) did not make up the primary thrust of the Canadian immigration response to the earthquake in Haiti. This fact is indicative of the inadequacy of these measures in providing protection to individuals displaced by environmental factors. Finally, it is argued that although the existence of a large Haitian Diaspora was influential in creating a climate open to the adoption of special measures for Haitians, the Haitian Diaspora did not necessarily influence the specifics of the measures adopted to a significant degree.
