Book excerpt: Over the past 20 years there has been a gradual shift in the concept of sustainable development towards an emphasis on a "green" economy and the introduction of more environmental and social indicators in the understanding of sustainability and national well-being. While this concept has also started to gain ground in Russia (where it is historically better known as the environmentalisation of the economy), it still remains a matter more of theory than practice. The main areas on which Russia should place greater emphasis to achieve its desired results are energy savings and energy efficiency, and rebalancing the economic structure, which remains far too dependent on the export of hydrocarbons. Although this paper looks at all the aspects related to the "greening" of the Russian economy, such as the efficient use of natural capital, fighting pollution and accumulated environmental damage, managing waste and ensuring social protection, the most emphasis is placed on the energy sector, guidelines for further actions, proposed initiatives and the results achieved.

Book excerpt: India embraced the concept of green growth advocated at the G-20 forum primarily because it did not compromise on its pursuit of prosperity through economic growth. The concept of green growth also lent itself to multiple interpretations, which meant that India could adapt it to national circumstances and priorities, and present it as part of its routine policymaking. However, the discourse has not convinced all constituencies in India that green growth will lead to material and social progress without imposing any costs. In multilateral climate forums, even the Indian government departs from its G-20 stand on green growth and raises questions on the cost to poor nations shouldering the burden of climate change. The two parallel narratives in India reflect the coexistence of different political constituencies with different preferences. At the aggregate level India is a large economic power that wants to be seen as a global player. However, at the individual level India is an impoverished nation that cannot afford the lavish promises it makes as a global player. In the final analysis, the concept of green growth that promotes bureaucratic and technocratic solutions may prevail, but this will come at the cost of postponing solutions to the long-pending political and social conflicts that underpin environmental conflicts in India.

Book excerpt: The preparations for the 2012 G-20 Leaders' Summit in Los Cabos, Mexico, coincided with negotiations around the UN Conference on Sustainable Development in Rio de Janeiro (Rio+20), co-ordinated by Brazil. This coincidence led to a conflict between different conceptual views: the green growth agenda being promoted by Mexico versus the maintenance of the sustainable development concept advocated by Brazil. In the period preceding Rio+20, the notions of a green economy and green growth were intensively debated in Brazil. In general, these ideas were questioned, and perceived as normative devices generated by developed countries and presented to developing economies as having universal validity. At the level of domestic public policies, the broader trade-off, as understood in Brazil, involves, on the one hand, economic and social goals, and, on the other, environmental and climatic objectives. The paper assess the impact of the green growth agenda on Brazil's domestic policies and its participation in the G-20, and its co-ordination with the other BRICS (Brazil, South Africa, India and China) members.

Book excerpt: This paper updates estimates of fossil fuel subsidies, defined as fuel consumption times the gap between existing and efficient prices (i.e., prices warranted by supply costs, environmental costs, and revenue considerations), for 191 countries. Globally, subsidies remained large at $4.7 trillion (6.3 percent of global GDP) in 2015 and are projected at $5.2 trillion (6.5 percent of GDP) in 2017. The largest subsidizers in 2015 were China ($1.4 trillion), United States ($649 billion), Russia ($551 billion), European Union ($289 billion), and India ($209 billion). About three quarters of global subsidies are due to domestic factors—energy pricing reform thus remains largely in countries’ own national interest—while coal and petroleum together account for 85 percent of global subsidies. Efficient fossil fuel pricing in 2015 would have lowered global carbon emissions by 28 percent and fossil fuel air pollution deaths by 46 percent, and increased government revenue by 3.8 percent of GDP.
