Yet, Bosnia became a federal state, highly decentralised and with a complex institutional architecture. This solution was imposed on them by international actors as a result of peace negotiations following the Yugoslav wars. Political parties in post-war Bosnia were not willing to identify with or accept the federation. The international community intervened taking over key decisions and so Bosnia and Herzegovina became the first state to experience a new model of federalism, namely ’imposed federalism’ and a new model of a federal state, that of the ’internationally administered federation’. By combining comparative politics, conflict analysis and international relations theory Soeren Keil offers a unique analysis of federalism in post-Dayton Bosnia and Herzegovina. The Greater Horn of Africa (GHA) is engulfed by three interrelated crises: various inter-state wars, civil wars, and inter-communal conflicts; an economic crisis manifested in widespread debilitating poverty, chronic food insecurity and famines; and environmental degradation that is ravaging the region. While it is apparent that the countries of the region are unlikely to be able to deal with the crises individually, there is consensus that their chances of doing so improve markedly with collective regional action. The contributors to this volume address the need for regional integration in the GHA. They identify those factors that can foster integration, such as the proper management of equitable citizenship rights, as well as examining those that impede it, including the region's largely ineffective integration scheme, IGAD, and explore how the former can be strengthened and the latter transformed; explain how regional integration can mitigate the conflicts; and examine how integration can help to energise the region's economy. Book excerpt: The Irish famine of the 1840s is the biggest humanitarian crisis in the United Kingdom's history. Within six years of the arrival of the potato blight in Ireland in 1845, more than a quarter of its residents had unexpectedly died or emigrated. Its population has not yet fully recovered since. Historians have struggled to explain why the British government decided to shut down its centrally organised relief efforts in 1847, long before the famine ended. Some have blamed the laissez-faire attitudes of the time for an inadequate response by the British government; others have alleged purposeful neglect and genocide. In contrast, this book uncovers a hidden narrative of the crisis, which links policy failure in Ireland to financial and political instability in Great Britain. More important than a laissez-faire ideology in hindering relief efforts for Ireland were the British government's lack of a Parliamentary majority from 1846, the financial crises of 1847, and a battle of ideas over monetary policy between proponents and opponents of financial orthodoxy. The high death toll in Ireland resulted from the British government's plans for intervention going awry, rather than being prematurely cancelled because of laissez-faire. This book is essential reading for scholars, students and anyone interested in Anglo-Irish relations, the history of financial crises, and why humanitarian-relief efforts can go wrong even with good intentions.
