Book excerpt: History, if we define it as the mere transcription of the written records of former generations, can go no farther back than the time such records were first made, no farther than the art of writing. But now that we have come to recognize the great earth itself as a story-book, as a keeper of records buried one beneath the other, confused and half obliterated, yet not wholly beyond our comprehension, now the historian may fairly be allowed to speak of a far earlier day. For unmeasured and immeasurable centuries man lived on earth a creature so little removed from "the beasts that die," so little superior to them, that he has left no clearer record than they of his presence here. From the dry bones of an extinct mammoth or a plesiosaur, Cuvier reconstructed the entire animal and described its habits and its home. So, too, looking on an ancient, strange, scarce human skull, dug from the deeper strata beneath our feet, anatomists tell us that the owner was a man indeed, but one little better than an ape. A few æons later this creature leaves among his bones chipped flints that narrow to a point; and the archæologist, taking up the tale, explains that man has become tool-using, he has become intelligent beyond all the other animals of earth. Physically he is but a mite amid the beast monsters that surround him, but by value of his brain he conquers them. He has begun his career of mastery.

Book excerpt: This book examines the ascendancy of a minor nineteenth-century Tibetan chieftain Gönpo Namgyel who hailed from Eastern Kham, a frontier region situated between the power centers of Central Tibet and Qing China. For most of the nineteenth century, Gönpo Namgyel dominated the politics of Kham and posed a serious challenge to both the Qing and Lhasa regimes. The study explores the dynamics of local and national politics, as well as the tensions over power and authority between the two power centers. Drawing upon both Tibetan and Chinese primary sources, the study sheds new light on the governance and polity of the Kham region, enhancing our understanding of Sino-Tibetan conflicts regarding Kham from the nineteenth century, up to the mid-twentieth century. The book focuses on local events, rather than seeing history as shaped solely by the power centers. The rise of Gönpo Namgyel is situated within the context of the local politics of Kham while taking into consideration its relations with mid-nineteenth century Qing and Central Tibet. It further explores the social-cultural milieu that gave rise to this charismatic and controversial chief. A series of questions emerge concerning traditional historiographical practice, including the historical practices of Chinese and Tibetan scholars as well as approaches to the history of China and Tibet by Western scholars. Probing into history from a local perspective adds a new dimension to the study of nineteenth-century Sino-Tibetan relations. This research reveals that there is no single force determining history, nor are persons in the periphery mere passive observers of national events. The kings, governors, and chieftains in Kham were active in shaping their own regional identity and asserting their own terms in relation to the two power centers, demonstrating that the peripheries are equal partners in central-periphery relations, rather than passive recipients as has commonly been represented in earlier historical narratives.

Reynolds did not deny shooting Liu but claimed self-defense and, like all members of US military assistance and advisory groups, was protected under diplomatic immunity. Reynolds's acquittal sparked a series of riots across Taiwan that became an international crisis for the Eisenhower administration and raised serious questions about the legal status of US military forces positioned around the world. In American Justice in Taiwan, author Stephen G. Craft provides the first comprehensive study of the causes and consequences of the Reynolds trial and the ensuing protests. After more than a century of what they perceived as unfair treaties imposed by Western nations, the Taiwanese regarded the special legal status of resident American personnel with extreme distrust. While Eisenhower and his advisers considered Taiwan to be a vital ally against Chinese communism, the US believed that the Taiwanese government had instigated the unrest in order to protest the verdict and demand legal jurisdiction over GIs. Regardless, the events that transpired in 1957 exposed the enormous difficulty of applying the US's Uniform Code of Military Justice (UCMJ) across cultures. Employing meticulous research from both Western and Chinese archives, Craft demonstrates that the riots were only anti-American in that the Taiwanese rejected the UCMJ, the affording of diplomatic immunity to occupying US forces, and the military courts' interpretation of self-defense. His compelling study provides a new lens through which to examine US--Taiwan relations in the 1950s, US policy in Asia, and the incredibly charged and complex question of the legal status of US troops on foreign soil.
