Book excerpt: This report is the third in a series about the Great Basin Restoration Initiative. The first two reports, Great Basin Restoration Initiative : Out of Ashes, An Opportunity (August 1999) explained the threats and ecological status of the Great Basin; and The Great Basin : Healing the Land (April 2000) proposed guiding principles and outlined goals and actions in five key areas to help direct restoration work. Since then, an expanded team representing many disciplines has continued to work on strategies and products to assist restoration work in the Great Basin. The overall effort has become known as the Great Basin Restoration Initiative, or GBRI. But two years after the devastating wildfires of 1999, it's fair to ask some questions about GBRI. What has been accomplished? What is GBRI's funding outlook? How does GBRI tie into the national fire plan, efforts to improve sage grouse habitat, and other related efforts? And what is the support level from management? This report addresses these questions, and provides an overall update on the GBRI effort. After two years, it's time to check in, assess and evaluate. It's time to affirm the direction GBRI is headed, and it's also time to pick up the pace.

Book excerpt: "The Great Basin Restoration Initiative (GBRI) is a multi-state, multi-agency, state, local, and federal initiative focused on 'restoration' of the sage/pinion/juniper biome within 75 million acres of the Great Basin. To advance restoration efforts, ecological planning boundaries were created and multiple-use management goals, including those pertaining to cultural resource management and protection were, or are in the process of, being developed. Many of the management goals of the GBRI can be accomplished if cultural resources (significant historic, prehistoric, and ethnohistoric sites and localities) can be managed in a more efficient manner. One way to facilitate management and planning is to develop and test cultural resource distribution models that predict site density and distribution for planning purposes. ... While landforms and vegetation classes are relatively consistent across the Great Basin, orthographic effects of bounding mountain ranges create microclimates within each hydrographic basin so that vegetation and landform mosaics are not always comparable across broad areas of the landscape. The challenge for the GBRI cultural resources model is to test a larger area, coarser landscape level modeling. Based on the model, areas within the GBRI area can be more effectively managed to ensure use of a BLM district's resources while furthering the goals of the GBRI. The model should be a basis for understanding the history and prehistory of the GBRI landscape and how humans have positioned themselves on the landscape over time. With that task in mind, an extensive boundary consisting of 12 major hydrographic basins covering 20,533,700 acres within Nevada, Utah, and Idaho were chosen for study. The area includes environments typical of Nevada basins, the Snake River plateau, and the Great Salt Lake basin. ... The goals of this study are ... more managerial than anthropological. Structured as a collaborative effort between management and research, the project focuses on understanding the geomorphic, hydrologic, and biotic processes that underlie riparian structure and function and the interrelated responses of those processes to disturbances, both natural and anthropogenic. Great Basin Riparian Ecosystems, edited by Jeanne C. Chambers and Jerry R. Miller, presents the approach used by the researchers to study and understand riparian areas in the Great Basin region. It summarizes the current state of knowledge about those areas and provides insights into the use of the information generated by the project for the restor-ation and management of riparian ecosystems. Because semi-arid ecosystems like the Great Basin are highly sensitive to climate change, the study considered how key processes are affected by past and present climate. Great Basin Riparian Ecosystems also examines the processes over a continuum of temporal and spatial scales. Great Basin Riparian Ecosystems addresses restoration over a variety of scales and integrates work from multiple disciplines, including riparian ecology, paleoecology, geomorphology, and hydrology. While the focus is on the Great Basin, the general approach is widely applicable, as it describes a promising new strategy for developing restoration and management plans, one based on sound principles derived from attention to natural systems.
