The current Egyptian government is aware of the the role that water scarcity may have played in the 2011 Egyptian Revolution that overthrew Hosni Mubarak, and of the continuing threat that water issues pose nearly ten years later, particularly in light of Egypt’s political and economic challenges. Booth warns that, given the inconclusive diplomacy of the West regarding the threat the GERD poses to Egypt, the Egyptian regime may determine that it has no other choice but to take up arms against its “oppressors” and roll the dice in an attack against the dam.

UAE has made several food and agriculture projects in the three nations as a part of its food security strategy 2051.accordingto that, UAE can be the main mediator to resolve the conflict of GERD. This research project will focus on managing the crisis generated by the Grand Ethiopian Renaissance Dam (GERD) project, which is shredded in controversy and the cause of international dispute. It is located on the Blue Nile, which is in the upstream part of the Nile River. Since Ethiopia made known that the filling of the reservoir has started, the tripartite conflict escalated. An action Egypt viewed as an affront on the countries in the Nile Basin by Ethiopia behaviour because there is no legal binding document entered into countries in the Basin to sanction the dam's construction. This research study will make the actors understand why the crisis needs to be managed and evaluate the essence, concept, and purpose of establishing the dam. The degeneration of the conflict prompted the United Arab Emirate (UAE) intervention as a mediator in the lingering conflict to protect its interest in the Nile Basin. However, Ethiopia cited the expansion of electricity production to solve its acute energy problem as the primary reason for starting the construction of the GERD. In contrast, other countries are afraid of the adverse effect the dam's construction will have on their social-economic activities. The intervention of the UAE will help douse the tension generated by the conflict. Therefore, this study's findings will be relevant to many experts and scientists working in public institutions in the Nile Basin and beyond. This unique capability allows tradeoffs to be made between filling policies for the Grand Ethiopian Renaissance Dam reservoir. This Nile River Basin study is presented to illustrate the capacity to use the World Water and Agriculture Model to simulate regional food security issues while keeping a global perspective. The study uses runoff data from the Intergovernmental Panel for Climate Change Coupled Model Inter-comparison Project Phase 5 and information from the literature in order to establish a reasonable set of hydrological initial conditions. Gross Domestic Product and population growth are modelled exogenously based on a composite projection of United Nations and World Bank data. The effects of the Grand Ethiopian Renaissance Dam under various percentages of water withheld are presented.
