He sets the stage by examining Anglo-French and Anglo-American coalition military planning from 1900 through World War I and the interwar years. He addresses vitally important logistical and materiel issues, particularly the difficulties of war production. Book excerpt: The UN Rome-based agencies (RBAs) – FAO, IFAD and WFP – collaborate in many forms, from joint advocacy, policy and technical work to joint projects. This is the first independent evaluation of collaboration among the RBAs. It has been jointly undertaken by the evaluation offices of FAO, IFAD and WFP. The evaluation’s primary objective was to assess whether and to what extent RBA collaboration is contributing to the achievement of the 2030 agenda, particularly at country level. The evaluation found that collaboration among the RBAs is a daily reality, reflecting the shared strengths and commitment of these distinctly different organizations. Although competition for resources continues in some contexts, there is widespread recognition of complementarity. In some cases, the current collaborative management processes are not the best way to stimulate joint work, with some types of collaboration imposing higher transaction costs. The operating context for the RBAs is dynamic, with significant potential, and where realism and pragmatism are key to meaningful and effective collaboration. Presently, efforts to promote RBA collaboration are not fully grounded in an accurate understanding of the conditions in which it is most effectively pursued and the formal statements of corporate commitment to collaboration reflect this. The report makes six recommendations, of which five are addressed to management of the three agencies and one of which targets the member states. Recommendation 1. Update the MOU among the RBAs. Although the current five-year MOU was only signed three years ago, significant changes since then make an update necessary. Recommendation 2. Restructure and reinforce the coordination architecture for RBAC within the framework of UNDS reform to ensure that at all levels, the coordination and evaluation of RBAC includes more proactive efforts to develop and disseminate lessons and knowledge about how to optimize collaboration among and beyond the RBAs, about the costs and benefits of RBAC, and about technical experience that can be usefully shared. Recommendation 3. Further embrace the new joint programming mechanisms at the country level and ensure constructive, collaborative RBA engagement with these mechanisms. Recommendation 4. Focus administrative collaboration efforts on further embracing the United Nations efficiency agenda. Recommendation 5. In considering the development of joint projects and programmes, assess the costs and benefits of the proposed collaboration and only proceed if the benefits outweigh the costs. Recommendation 6. The Member States of the RBA Governing Bodies should reappraise and adequately resource their position on RBA collaboration.

The French in Quebec established a somewhat reluctant alliance with the Illinois Indians while Jesuits and fur traders planted defiant outposts in the Illinois River Valley beyond the Great Lakes. These autonomous early settlements were brought into the French empire only after the fact. As the colony grew, the authority that governed the region was often uncertain: Canada and Louisiana alternately claimed control over the Illinois throughout the eighteenth century. Later, British and Spanish authorities tried to divide the region along the Mississippi River. Yet Illinois settlers and Native people continued to welcome and partner with European governments, even if that meant playing the competing empires against one another in order to pursue local interests. Empire by Collaboration explores the remarkable community and distinctive creole culture of colonial Illinois Country, characterized by compromise and flexibility rather than domination and resistance. Drawing on extensive archival research, Robert Michael Morrissey demonstrates how Natives, officials, traders, farmers, religious leaders, and slaves constantly negotiated local and imperial priorities and worked purposefully together to achieve their goals. Coupled with this organizational complexitiy of operations is a climate of diminishing resources and funding for education in general. Calls for educational reform and limited resources make collaborative responses an attractive option because of the ability to pool talent and resources. Collaborative efforts take many forms. Partnerships may emerge from insitutions working together, departments working across institutions or with community partners, or colleges and universities pairing across national borders. Likewise, collaborations may emerge between and among faculty members that resemble more traditional research projects. From these faculty collaborations, organizational partnerships may then develop. This monograph explroes the key building blocks required to create successful joint ventures. One section reviews partnerships from an institutional perspective, another covers individual collaborations, and a section on future issues identifies threats to partnerships, emergence of international partnerships, and steps to create strategic partnerships. The target audience for this volume includes those interested in developing partnerships or better supporting existing alliances. Administrators with a goal of using partnerships to parlay organizational strengths while saving resources can anticipate problems with the formation of partnerships, undersnd the elemtns that provide support for group work, and learn how to frame the partnership to leverage commitment through a shared vision. The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed. In this book, the focus is on complex water issues and how they require a problem-driven rather than a theory-driven approach to interdisciplinary collaboration. Moreover, it is argued that conception of interdisciplinarity needs to go beyond collaboration among experts, because complex water problems demand inclusive stakeholder engagement, such as in fact-value deliberation, joint fact finding, collective decision making, and adaptive management. Water professionals working in such environments need to operate with both principles and pragmatism in order to achieve actionable, sustainable, and equitable outcomes. This book explores these ideas in more detail and demonstrates their efficacy through a diverse range of case studies. Reflections on the program are also included, from conceptualization through implementation and evaluation. This book offers critical lessons and case studies for researchers and practitioners working on complex water issues as well as important lessons for those looking to initiate, implement, or evaluate interdisciplinary programs to address other complex problems in any setting.
