In a new section, Part 2 presents perspectives from the South, with contributors from India, Cambodia, Peru, Zimbabwe, Poland and Fiji. Part 3 consists of detailed, country-by-country profiles of the aid performance of the OECD donors; and Part 4 reviews aid spending by Northern governments and NGOs, with 'at a glance' tables and charts which compare donors' performance on issues such as aid to basic health and education, the priority given to poverty reduction, the political management of aid and public attitudes to aid in developed countries. Throughout, information is summarized in easily interpreted figures and graphs. Book excerpt: The ability of the Defence Equipment and Support organisation within the Ministry of Defence (MoD) to deliver the equipment programme is overshadowed by the existence of a funding gap which the NAO estimates could be as much as £36 billion over the next ten years. Both the National Audit Office "Major Projects Report 2009" (HC 85-I, session 2009-10, ISBN 9780102963342) and Bernard Gray's "Review of Acquisition" for the MoD have confirmed that the MoD's ten year equipment programme is unaffordable. Furthermore the MoD's practice of delaying projects so as to reduce costs in the early years of a programme is adding to overall procurement costs and so further increases the funding gap. The MoD has apparently made no attempt to calculate the full extent of the costs of delays and it has taken decisions to delay projects without understanding the full implications of those decisions. The report examines: progress on the many key programmes; defence research spending (declining from £540 million in 2007-08 to £471 million in 2009-10 and will decrease further in 2010-11 to £439 million); the response to and implementation of the Gray report; balancing the equipment programme and the use of regular Strategic Defence Reviews to maintain an up-to-date strategic context for the equipment programme; clarifying roles and accountabilities, including better leadership and decision-making; injecting key skills and tools into DE&S.

Book excerpt: This book describes the process of the Czech economic transformation from the beginning of the 1990s to the country's entry into the European Union in 2004. This transformation is divided into four periods: an initial recession caused by the transformation; economic growth in the mid-1990s; a recession connected to the currency crisis of 1997; and recovery and growth from 1999 until 2004, when the analysis ends. The examination covers the main aspects of the transformation – an overall view of the process, political transition, economic policy, economic results (GDP development, inflation, unemployment), changes in outside indicators (balance of payments), privatization, transformation of the financial sector, and changes in the business sector and institutional development. The book also compares Czech development in this transformative era to those of Poland and Hungary. As in Hungary and Poland, the Czech Republic underwent an exceptional qualitative shift from a system centrally planned to one that was market-based. The book concludes that despite mistakes and hardships, the overall transformation process in Central Europe has been successful.

Book excerpt: The social security system of Great Britain has reached a crossroads, following the election of a Labour Government promising a 'New Age' of welfare and seemingly prepared to 'think the unthinkable' on welfare reform, at a time when public expenditure on welfare benefits has reached nearlyL100 billion per annum. In 1985 the Conservative's Green Paper on social security reform announced that the benefits system had 'lost its way'. Attempts were made to curb benefits expenditure and reduce welfare dependency, for example through better 'targeting' of needs, the reinforcement ofpersonal and family responsibility, and tighter administrative controls. The ten years from 1988 to 1998 saw the introduction of many new benefit schemes including income support, family credit, the social fund, disability living allowance, incapacity benefit, and jobseeker's allowance as well asthe increasing influence of European Law. Yet the system 'achieves too little' according to the new Government's Green Paper on welfare reform, which promises ' a new contract between the citizen and the Government, based on responsibilities and rights'. The precise form these responsibilities andrights will take remains unknown, although we already have schemes like the New Deal and proposals for stakeholder pensions. Meanwhile, social security law continues to impact upon the lives of millions of citizens.After ten years of major legislative change, and with the prospect of a new direction, this is a time to take stock and to analyse the social and legal impact of the past decade's legislation, case law, and policy, as well as considering possible reforms. The book's approach is to organise this taskthematically, particularly with regard to the social context to social security, through discrete chapters on, for example, gender and the family, disability, housing, old age, and unemployment. It is also opportune to examine the theoretical framework of state welfare and social security,particularly in the context of social rights. The book aims to provide an authoritative, contextual and critical account of how British social security law has evolved, how it operates, its substance, and its social effects.
