Book excerpt: Young black people are over represented at all stages of the criminal justice system (CJS), forming 2.7 per cent of the population aged 10-17 but comprising 8.5 per cent of that age group arrested in England and Wales. They are more likely to be stopped and searched, less likely to be given unconditional bail and more likely to be remanded in custody. This publication sets out the Government's reply to the Committee's inquiry (HCP 181-I, session 2006-07; ISBN 9780215034465) into the relationship between young black people and the CJS, focusing on the reasons for their over-representation in the system; as well as underlying factors such as entrenched poverty; educational underachievement; school exclusions; family breakdown; lack of role models; and discrimination in the criminal justice system.

Book Monitoring the Government s Response to Human Rights Judgments

Download or read book Monitoring the Government s Response to Human Rights Judgments written by Great Britain. Parliament. Joint Committee on Human Rights and published by The Stationery Office. This book was released on 2008 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the Committee's second annual report monitoring the Government's response to human rights judgments in the European Court of Human Rights. The Committee criticises the Government for its failure to respond to many of its recommendations in its previous report (17th report session 2006-07, HL 128/HC 728, ISBN 9780104011065). The Committee believes the Government should take a consistent and transparent approach across departments to the way in which it responds to declarations of incompatibility and judgments fro the European Court, with the Ministry of Justice co-ordinating the response to adverse judgments. This report also examines a number of issues arising from outstanding judgments: access to artificial insemination for prisoners and their partners; controlling membership of trade union; prisoners' voting rights; investigations into cases involving the use of lethal force; security of tenure for gypsies and travellers, and the corporal punishment of children.

  • Author : Beatrix Campbell
  • Publisher : Policy Press

  • Pages : 306 pages

Download or read book Secrets and Silence written by Beatrix Campbell and published by Policy Press. This book was released on 2023-10-10 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: Three decades ago doctors in Cleveland, a county in the northeast of England, identified a sexual abuse scandal that provoked a nationwide scandal in the United Kingdom. Pediatricians uncovered evidence of abuse in 121 children, but official investigations led to the majority of the charges being dismissed, with children returned to their families and the public reassured that there was no widespread abuse problem. In this revelatory book, Beatrix Campbell proves that the government inquiry that followed the scandal was a cover-up. Within days of its opening, experts had confirmed that 75% of the diagnoses had been correct, but ministers never revealed those findings to Parliament or the public. Instead, they discredited the doctors and social workers involved in a dangerous attempt to minimize scrutiny and criticism. The legacy of the Cleveland scandal lives today, even as the Independent Inquiry into Child Sexual Abuse is underway. It began an era of skepticism and blame in child protection policy that put children's safety at risk, then and now.

Book HC 710 Appointment of the Chair of the Independent Inquiry into Sexual Abuse

Download or read book HC 710 Appointment of the Chair of the Independent Inquiry into Sexual Abuse written by Great Britain. Parliament. House of Commons. Home Affairs Committee and published by The Stationery Office. This book was released on 2015 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 7 July 2014, the Home Secretary announced the establishment of an Independent Panel Inquiry to consider whether public bodies and non-state institutions had taken seriously their duty to protect children from sexual abuse. Baroness Butler-Sloss, former President of the Family Division of the High Court, was appointed Chair of the panel on 8 July, but she stepped down on 14 July after MPs and survivor groups expressed concerns about the possibility that the inquiry might have to consider decisions taken by her late brother, Sir Michael Havers, as Attorney General in the 1980s. Fiona Woolf CBE JP, the Lord Mayor of London, was appointed Chair on 5 September, but stepped down on 31 October after concerns were raised about her social contacts with Lord and Lady Brittan. On 4 February 2015, the Home Secretary announced plans to appoint Justice Lowell Goddard, a judge of the High Court of New Zealand, as the new Chair of the inquiry. She also announced that she would be dissolving the existing Panel and establishing a new, statutory inquiry under the Inquiries Act 2005. Prior to the announcement of the new proposed Chair, the Committee took oral evidence about the panel inquiry During those evidence sessions witnesses' views were heard on the Home Office's process for selecting candidates for the new chair. There were well-publicised problems with the appointment of the Panel, which resulted in the early resignation of two previous Chairs. It is important that a Chair is now appointed who will command the confidence of survivors
