Book excerpt: This strategy signals a radical change in the approach to irresponsible drinking and resultant criminal and anti-social behaviour and the increasing health problems created by the current levels of alcohol consumption. In 2012-11 there were nearly 1 million alcohol-related violent crimes and 1.2 million alcohol-related hospital admissions. The problem has developed because cheap alcohol is too readily available; increasing numbers of people drink at home before going on a night out ("pre-loading"); the Licensing Act failed to deliver a cafâ culture; too many places cater for people who drink to get drunk regardless of the consequences for themselves or others; and individuals who cause the problems have not been challenged enough over their behaviour. The availability of cheap alcohol will be curtailed through the introduction of a minimum unit price for alcohol. The exact level is to be agreed, but if it was 40p, it is estimated there would be 50,000 fewer crimes each year and 900 fewer alcohol-related deaths by the end of the decade. Consultations will also aim to end multi-buy promotions. Local areas and agencies will be given powers to challenge people's behaviour and make it easier to take action against, and even close down, problem premises. Other measures include early morning restriction orders and a late night levy so that businesses open late contribute to the costs of policing. The drinks industry has a crucial role to play in changing the drinking culture towards positive socialising. And the risks of excessive consumption will be widely circulated.

It is the eighth leading risk factor for deaths globally, and harmful use of alcohol was responsible for almost 4% of all deaths in the world, according to the estimates for 2004. In addition to the resolution, a global strategy developed by WHO in close collaboration with Member States provides a portfolio of policy options and interventions for implementation at the national level with the goal to reduce the harmful use of alcohol worldwide. Ten recommended target areas for policy options include health services' responses, community action, pricing policies and reducing the public health impact of illicit alcohol and informally produced alcohol. WHO was also requested to support countries in implementing the strategy and monitor progress at global, regional and national levels.

It outlines measure the Government intends to introduce. The prescribed alcohol limit for driving will not be changed, with the focus instead on improving enforcement and education to tackle the drink and drug drivers who put lives at risk. Other measures on drink driving include: revocation of the right for people whose evidential breath test result is less than 40% over the limit to opt for a blood test (the 'statutory option') - the breath testing equipment used in police stations is now very accurate and technically sophisticated so a blood sample is not needed to confirm the breath test; a more robust drink drive rehabilitation scheme; closing a loophole used by high risk offenders to delay their medical examinations; streamlining the procedure for testing drink drivers in hospital. On drug driving the Government will: approve preliminary drug-testing equipment - initially for use in police stations, and at the roadside as soon as possible; allow custody nurses to advise the police whether or not a suspected driver has a condition that may be due to a drug, removing the need to call out police doctors and so speed up the testing process; examine the case for a new specific drug driving offence - alongside the existing one - which would remove the need for the police to prove impairment on a case-by-case basis where a specified drug has been detected.
