Fifty-one parties have signed the Convention, including all EU Member States, the EU Commission, many Eastern European and Central Asian states, as well as the USA and Canada. To date, the Convention has been stipulated in concrete terms by eight protocols containing legally binding mitigation targets.

In recent times we have seen increased threats to nature, health and welfare, and society as a whole. With more than 7 million premature deaths annually and far more people suffering from poor air quality, air pollution is a global threat. The numbers are increasing and the earlier assumption that there are safe levels of air pollution is losing credibility. However, initiatives to reduce air pollution around the world are under way, and more initiatives can be added. To clarify needs for further initiatives, the Saltsjöbaden VII workshop held six main discussions with the overarching objective of clarifying if and how international science and policy cooperation can accelerate the transition to a world with less air pollution. Conclusions and recommendations from the discussions can be found in the report Air Pollution Management in a World under Pressure.

The chapters discuss the institutional dimensions of international efforts to combat air pollution, examining the effectiveness of CLRTAP (Convention for Long-Range Transboundary Air Pollution) and the political complexity of the European Union; offer a broad overview and detailed case studies of the roles of science, expertise, and learning; and examine the "missing link" in air pollution policies: citizen involvement. Changing political conditions, evolving scientific knowledge, and the need for citizen engagement offer significant challenges for air pollution policy making. Book excerpt: The development of European policies on air pollution prevention is currently in an intensive phase. The European Commission Clean Air for Europe (CAFE) programme is preparing an air pollution strategy and the Convention on Long-range Air Pollution may start a review of the Gothenburg Protocol during 2005. On the 25th-27th of October 2004 a workshop on review and assessment of the scientific basis and tools employed in this policy work was held to provide guidance to the policy development. Future needs of scientific support in a longer perspective were also discussed. A large part of the workshop was focussed on the role of airborne particles. Human health effects caused by exposure to airborne particles have received increasing attention in recent years and concerns of health effects are today the main driving force for air pollution prevention and research. In addition to this, new concepts for describing effects of acidification and ozone are being introduced, providing more accurate and relevant descriptions of ecosystem effects to changes in air pollution levels. The needs for considering air pollution on a hemispheric scale were also highlighted. This workshop was organised by the ASTA programme, the Swedish research programme on air pollution, in co-operation with the Nordic Council of Ministers, the EU CAFE programme and CLRTAP.
