Available in PDF, EPUB and Kindle. Book excerpt: Vietnam is one of the only South East Asian emerging economies not to have gone into recession in 2009 in the wake of the world crisis. Nonetheless, it has been affected deeply by the crisis, as shown by all macro-economic indicators. The yearly growth rate of Gross Domestic Product (GDP) has been slowing down from 8.5 percent in 2007 to 6.3 percent in 2008 then 5.3 percent in 2009, before recovering to 6.5 percent in 2010. Overall, because of productivity gains and rapid growth of the labour force due to the 'demographic dividend' which is currently peaking, an average economic growth of 7.5 percent such as attained during 2000-2008 is hardly sufficient to absorb new entrants on the labour market. Even with such a high growth rate, around one fourth of new entrants end up in the informal sector. The latter thus absorbs the labour surplus which agriculture and the formal sector are unable to employ. Several quick qualitative assessments of the impact of the crisis have been conducted in Asia and especially in Vietnam, based on a small number of interviews in some selected industries. They indeed put in evidence the impact of the crisis on the informal sector in terms of employment, number of hours worked and wages. But, due to the lack of data, no quantitative study of the impact of the crisis on the informal sector had been conducted until now. This is precisely the objective of this policy brief, based on the results of two rounds of Household Business & Informal Sector (HB&IS) surveys conducted on a statistically representative sample in Hanoi and HCMC in 2007 and 2009 within an international research project between Vietnam's General Statistics Office (GSO) and the French Institute. This brief can be usefully complemented by two companion papers: the first one presents the adjustment of the labour market and the informal economy nationwide the second one provides detailed results on the dynamics of the informal sector in the two main cities between 2007 and 2009.

It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

In addition, the impact of the crises on employment and poverty is in dispute. We develop a dynamic computable general equilibrium model to decompose impacts and estimate distributional outcomes. Our results indicate that the 2008 commodity crisis increased employment and reduced poverty by favouring labour-intensive exports, especially in agriculture. The 2009 financial crisis reversed these gains. It pushed more than a million workers into unemployment and about 3 million people below the US$2-a-day poverty line, with the vast majority of these being rural dwellers. The net effect of the crises left Vietnam little changed from a baseline (no crises) path in terms of aggregate indicators including the poverty rate. An effective stimulus package has the potential to offset one third of the increase in poverty caused by the financial crisis leaving poverty rates below the (no crises) baseline.

Book excerpt: The global economy appears to be transitioning toward a period of more stable albeit moderate pace of growth. Global Gross Domestic Product (GDP), which slowed in mid-2012, is recovering and a modest acceleration in quarterly GDP is expected during the course of 2013. In the developing world growth remains solid, but there are some signs of easing. More than four years after the financial crisis started, global industrial output is only 5.3 percent higher than its pre-crisis peak. While the global financial market conditions continue to improve, eventual phasing out of quantitative easing in advanced economies is beginning to worry investors. The improvement in financial conditions can be seen in lower yields on long-term debt, higher stock market returns and near-record flow of gross capital to developing countries. Vietnam's economy is experiencing its longest spell of slow growth since the onset of economic reforms in the late-1980s. Real GDP grew by 5 percent in 2012, the lowest level since 1998. The economy extended its slow growth into the first half of 2013, registering a growth rate of 4.9 percent in the first quarter and 5 percent in the second quarter. This is the first time that Vietnam has experienced two consecutive years of sub-5 percent growth in the first half of the year since it started publishing quarterly GDP. In fact what had distinguished Vietnam from other countries is its ability to recover rapidly after an economic shock-be it during the East Asian crisis in 1999 or the global financial crisis in 2009. However, Vietnam has found it harder to take timely and decisive actions to jumpstart its economy from the current growth slowdown. Vietnam is the only large developing country in the East Asia and Pacific region other than China whose post-crisis growth rate has been lower than its pre-crisis level.
