So wrote Captain Franz von Papen, German military attache in America, to his wife in Ger- many--a letter which he entrusted to Captain James F. J. Archibald, American newspaper correspondent and bearer of secret and confiden- tial messages from Teutonic representatives. The German word which the Captain used was "bloedsinnig," meaning silly, stupid, idiotic. It has a sneering ring, truly typical of the Prussian warrior's contempt for Americans. It suggests the disdainful feeling which the military attache had for the loyalty of Americans. One can imag- ine his sly laugh as he handed to an American that letter and code messages to the War Staff. With a similar feeling of contempt for the British, when dismissed from this country and assured of safe conduct as to person, he carried on board the steamer Noordam a portfolio of papers from friends reflecting the same disgust for America and outlining his own unlawful and criminal acts in America. But in both instances his arrogant self-confidence brought exposure. This attitude of arrogance was Captain von Papen's chief characteristic. Joined to it was the brother trait, bluntness. He believed that the American people were not only stupid but also weak-sighted and that he could do anything he wanted without detection. So he put his heart and soul into military and criminal enterprises upon American soil. Living on the banks of Long Island Sound he developed a love for the sea and aspired to become a naval architect. His goals were sidetracked by his lack of educational skills as he failed in his attempt at a degree from either the Naval Academy or MIT. Influenced by family members, schoolmates, and social acquaintances, he developed a love for Germany and all things German. This love grew to a desire to go to Germany to further attempt to achieve his original goals. It didnt take long for him to become disenchanted after he finally arrived in Germany as the Germans had different plans for him. He was trained as an espionage agent and saboteur by the SS and returned to the United States to carry out his mission with a fellow German national, Eric Gimpel. After a 54-day submarine journey they landed near Bar Harbor Maine with $60,000, diamonds, fire arms, and espionage equipment and made they way to New York City that was to become their base of operation. However, after three weeks, mistrust developed between the two spies. Colepaugh broke loose from Gimpel with the money but was soon outsmarted by the seasoned spy. Soon after, Colepaugh decided to turn himself in to the FBI and provided them with enough information that culminated in the capture of Gimpel a few days later. They were tried and convicted by military tribune and sentenced to be hanged, but presidential politics and world events led to a change in their sentence to life in prison. Colepaugh served 15 years in Federal prison and was released in 1960. For the next 42 years of his life he functioned as a successful businessman, community member, and husband, with his past only known to a select few including his wife. In 2002 he was exposed by a journalist and lived in seclusion the remaining three years of his life.

Book excerpt: When Heinz Lüning posed as a Jewish refugee to spy for Hitler’s Abwehr espionage agency, he thought he had discovered the perfect solution to his most pressing problem: how to avoid being drafted into Hitler’s army. Lüning was unsympathetic to Fascist ideology, but the Nazis’ tight control over exit visas gave him no chance to escape Germany. He could enter Hitler’s army either as a soldier . . . or a spy. In 1941, he entered the Abwehr academy for spy training and was given the code name “Lumann.” Soon after, Lüning began the service in Cuba that led to his ultimate fate of being the only German spy executed in Latin America during World War II. Lüning was not the only spy operating in Cuba at the time. Various Allied spies labored in Havana; the FBI controlled eighteen Special Intelligence Service operatives, and the British counterintelligence section subchief Graham Greene supervised Secret Intelligence Service agents; and Ernest Hemingway’s private agents supplied inflated and inaccurate information about submarines and spies to the U.S. ambassador, Spruille Braden. Lüning stumbled into this milieu of heightened suspicion and intrigue. Poorly trained and awkward at his work, he gathered little information worth reporting, was unable to build a working radio and improperly mixed the formulas for his secret inks. Lüning eventually was discovered by British postal censors and unwittingly provided the inspiration for Graham Greene’s Our Man in Havana. In chronicling Lüning’s unlikely trajectory from a troubled life in Germany to a Caribbean firing squad, Thomas D. Schoonover makes brilliant use of untapped documentary sources to reveal the workings of the famed Abwehr and the technical and social aspects of Lüning’s spycraft. Using archival sources from three continents, Schoonover offers a narrative rich in atmospheric details to reveal the political upheavals of the time, not only tracking Lüning’s activities but also explaining the broader trends in the region and in local counterespionage. Schoonover argues that ambitious Cuban and U.S. officials turned Lüning’s capture into a grand victory. For at least five months after Lüning’s arrest, U.S. and Cuban leaders—J. Edgar Hoover, Fulgencio Batista, Nelson Rockefeller, General Manuel Benítez, Ambassador Spruille Braden, and others—treated Lüning as a dangerous, key figure for a Nazi espionage network in the Gulf-Caribbean. They reworked his image from low-level bumbler to master spy, using his capture for their own political gain. In the sixty years since Lüning’s execution, very little has been written about Nazi espionage in Latin America, partly due to the reticence of the U.S. government. Revealing these new historical sources for the first time, Schoonover tells a gripping story of Lüning’s life and capture, suggesting that Lüning was everyone’s man in Havana but his own.
