The G7 also supplies resources, such as large markets, foreign investment, and funding for international institutions. These goods serve to entice the majority of countries to participate in and abide by the rules governing the world economic order without changing the systemic distribution of power. The volume develops a theoretical analysis of the G7's significance in international relations. It explains how the G7 countries collaborate to perpetuate the economic order and impart an institutional stability to an inequitable system.

Each participating think tank prepared a paper addressing all or some of the issues from the perspective of its own country, outlining areas of possible consensus for joint actions to be achieved within the Group and offering independent policy recommendations for the G7 deliberations. The seven papers have been presented at an international conference held in Rome on 27-28 March 2017 and have been discussed by a broad range of experts from academia and international institutions. The proceedings of the conference are presented in this volume. A broad consensus emerged from the T7 papers and the contributions of the discussants on the need to reduce policy uncertainty, preventing a resurgence of financial tensions in capital and foreign exchange markets. Boosting public investment in infrastructures and new technologies; defining a “better trade agenda” with adequate social protections and completing the financial regulatory reform were also indicated as top priorities for the G7.

The paper assesses this efficiency and seeks to establish a link between differences in efficiency across countries and policy and institutional factors. The findings suggest that reforms aimed at increasing efficiency need to take into account the nature and causes of inefficiencies. Inefficiencies in G7 countries mostly reflect lack of cost effectiveness in acquiring real resources, such as teachers and pharmaceuticals. We also find that high wage spending is associated with lower efficiency. In addition, lowering student-teacher ratios is associated with reduced efficiency in the education sector, while immunizations and doctors' consultations coincide with higher efficiency in the health sector. Greater autonomy for schools seems to raise efficiency in secondary education.

Book excerpt: This paper provides a new picture of how countries have responded to the COVID-19 pandemic by examining the effects of the pandemic in terms of normative foundations for societal wellbeing. Social prosperity depends primarily on the functioning of four domains: the economy, the state, civil society and the environment. We use the Recoupling Dashboard -- composed of four main indexes: Solidarity (S), Agency (A), GDP (material Gain, G) and Environmental sustainability (E) -- to uncover the divergent experiences of countries in 2020. This paper focuses on the G7 countries -- Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States -- as the first step towards a wider appraisal. In all countries under review we see a sharp drop in GDP due to the pandemic and a corresponding drop in CO2 emissions. The uniformity of response in the economic and environmental domains stands in sharp contrast to the diversity of social responses to the challenge of cooperation that the coronavirus posed. The only clear pattern that emerges from cross-country comparisons is that Inward Solidarity, important for social cohesion in close social networks, and Outward Solidarity, important for the will to cooperate with other nations and cultures, have drifted apart in all G7 countries except Japan. Otherwise the movements in solidarity are highly idiosyncratic. In addition, the responses of Agency to the pandemic are diverse and are not noticeably correlated with the changes in Solidarity. The discrepancies in the social responses to the pandemic may be expected to have potentially important implications for how these countries fare during the pandemic and how well they come out of this crisis.
