Basic research is often misunderstood, because it often seems to have no immediate payoff. In an increasingly global and competitive world, where knowledge is created and first applied has huge economic consequences. Some areas of research are so strategically important that for the U.S. to fall behind ought to be alarming. Yet Chinese leadership in supercomputing is just such a straw in the wind. It is not just areas of science with obvious applications that are important. In the past, U.S. industry took a long term view of R&D and did fundamental research, activities associated with such entities as the now-diminished Bell Labs and Xerox Park. That's still the case in some other countries such as South Korea. The central role of federal research support means that sudden changes in funding levels such as the recent sequester can disrupt research efforts and cause long term damage, especially to the pipeline of scientific talent on which U.S. research leadership ultimately depends. Despite these challenges, the potential benefits from expanding basic research summarized in these pages, an innovation dividend that could boost our economy, improve human lives, and strengthen the U.S. strategically, are truly inspiring.

Book excerpt: The Communist revolution promised Chinese women an end to thousands of years of subjugation, an equality with men in all matters legal, political, social, and economic. This book examines the extent to which this promise has been kept. Based on nearly a year of field research and interviews with over 300 women in six widely separated rural and urban areas, it gives us a vivid picture of Chinese women today - their day-to-day lives, their views of the present, and their hopes for the future. To date nothing approximating equality has been achieved: in working conditions, in pay, in educational opportunity. In the cities, and to a lesser extent in the countryside, women are better off than in pre-revolutionary China. But nowhere except in the rhetoric of the regime are they equal to men. Nor does the immediate future look much brighter, given the continuing social constraints, the government's controversial family limitation program, and the nature of the new economic policies introduced in 1980. So far as possible, the women interviewed are allowed to speak for themselves. Some take refuge behind government slogans, some are shy or wary, but a surprising number are quick to give their own opinions despite an ever-present government cadre. These opinions, combined with the author's astute observations on their local and national context, add up to a wholly new perspective on an all too familiar problem.

Book excerpt: Inclusive Ethics begins from two ideas which are part of our everyday morality, namely that we have a moral reason to benefit or do good to other beings, and that justice requires these benefits to be distributed equally. A morality comprising these two general principles will be exceedingly hard to apply as these principles will have to be balanced against each in an intuitive fashion, but also because the notion of what benefits beings is quite complex, comprising both experiential components of pleasure and successful exercises of autonomy. Ingmar Persson argues that, on philosophical reflection, these ideas turn out to be more far-reaching than we imagine. In particular, the reason to benefit commits us to benefit beings by bringing them into existence. Further, since grounds that are commonly used to justify that some are better off than others - such as their being more deserving or having rights to more - are untenable, justice requires a more extensive equality. The book concludes by reflecting on the problems of getting people to accept a morality which differs markedly from the morality with which they have grown up.
