Book excerpt: "Over the past thirty years, reduced investments in fighter aircraft and increasingly capable adversaries have eroded the US Air Force's ability to secure air superiority for the Joint Force. Over the next two decades, the US Air Force must determine an optimum plan to ensure it can achieve air superiority against increasingly threatening adversaries, especially China. Previous solutions suggest the US Air Force should reduce capacity and invest in fourthgeneration, fifth-generation, and next-generation fighters. Others argued the Air Force should only invest in exquisite fifth-generation and next-generation fighters to achieve air superiority. With these strategies, the Air Force risks developing an air superiority fleet that is too small, sophisticated, and costly. This study used a mixed-method research methodology to analyze data from multiple primary and secondary sources to define and understand the problem, then develop a recommendation that emphasizes four criteria: capability, capacity, acquisitions, and costs. This analysis found the US Air Force must balance capability and capacity with acquisition and costs to develop and rapidly field airpower capabilities in sufficient numbers to achieve air superiority in contested and less contested threat environments. This study recommends that the US Air Force purchase at least 234 F-15EXs, procure at least 187 Next Generation Air Dominance (NGAD) systems, retire the F-22 once NGAD achieves full operational capability, and assign two F-35 squadrons' primary mission as air dominance."--Abstract.

Book excerpt: Since the incorporation of the airplane into military service, air superiority has been a key ingredient to success on the modern battlefield. Global Engagement: A Vision for the 21st Century Air Force, the USAF's latest vision statement, lists air and space superiority as the first of six Air Force core competencies. The F-15 Eagle is currently the USAF's primary air superiority fighter. Designed in the 1960s and introduced into service in the mid-1970s, the F-15's status as the world's premiere air superiority fighter is being challenged by new fighter designs from numerous countries, as well as the proliferation of advanced surface-to-air missile systems. The F-22 is the USAF's follow on air superiority fighter to the F-15. The design features of stealth, supersonic cruise, integrated avionics, and sustained maneuverability will provide the F-22 with a first look, first shot, first kill capability in all environments, against all current and planned future threats. However, at $102 million a copy, the F-22 is by far the most expensive fighter the USAF has ever pursued. Along with the collapse of the Soviet Union, today's environment of shrinking defense budgets has called into question the necessity of buying the F-22 at all. Although there are a number of less expensive alternatives, none of them approach the combat capability of the F-22. The USAF is scheduled to buy 339 F-22s which will reach initial operational capability in late 2004. This schedule must be maintained in order to ensure the USAF can provide air superiority for U.S. forces in the future.

The intention of this report is to establish the foundation for a long-term relationship with the technology warning community to support the examination of technology warning issues.

Book excerpt: The goal of this study was to assess how advances in sensor, weapon, and communication technologies have changed air combat and the implication of these trends for future combat aircraft designs and operational concepts. The overall conclusion of this study was that over the past few decades, advances in electronic sensors, communications technology, and guided weapons may have fundamentally transformed the nature of air combat. This transformation may be steadily reducing the utility of some attributes traditionally associated with fighter aircraft (e.g., extreme speed and maneuverability) while increasing the value of attributes not usually associated with fighter aircraft (e.g., sensor and weapon payload as well as range). If the analysis presented is correct, it is possible that the desirable attributes of future air-to-air platforms may be converging with those of long-range ISR/strike platforms, or that at least large aircraft with good low observable (LO) characteristics may be able to give a good account of themselves in aerial combat. If this is true, then a sixth-generation 'fighter may have a planform that is similar to a future 'bomber' and may even be a modified version of a bomber airframe or the same aircraft with its payload optimized for the air-to-air mission. If this is correct, then the United States may be in position to save tens of billions of dollars in nonrecurring development costs by combining USAF and Navy future fighter development programs with each service's long-range ISR/strike programs.

As a former professor of military history at the American Military University (AMU) and a retired USAF Colonel, I wanted to teach a course on the effects of fighter aviation in war. In addition, I wanted to create a course that was a "hands-on" approach to fighter aviation history. Having flown USAF fighters for more than 20 years, I felt I had a good working knowledge of fighter aviation, but when I researched the subject I found I would have to ask my students to read scores of books to provide the background they would need. There was no "single-source" book that covered everything I wanted to cover. I determined to write that book. I wanted to write a straightforward book in plain language that would not bore fighter pilots and at the same time that would be simple enough to be attractive to laymen as well as air power historians. That is what I have done, I have covered some detailed thoughts about fighter flying in what Southern Americans might call "biscuits and gravy" language. The overriding premise of the text, is that the fighter has been the key element in the air power equation and continues in that role today although this role may be changing with the advent of good, reliable, beyond visual range air-to-air missies. This view has not been universally held over the years; however, it is a view that has been held by fighter pilots since the advent of the fighter. More and more historians are beginning to support this view. It is the last time U.S. ground forces were killed as a result of enemy air attack when a North Korean P02 biplane strafed an Army tent on an island off the Korean peninsula. In the last 63 years, American air dominance has relentlessly safeguarded the lives of our Air Forces, provided freedom of maneuver and freedom from attack. The last time the U.S. Air Force lost an aircraft in aerial combat was in 1972 when "DESOTO 03," an F-4E supporting Operation Linebacker II, was shot down by a North Vietnamese MiG-21. The advanced aircraft now under development by Russia and China signal their objective to end the 44-year advantage of the U.S. New surface-to-air missile systems now incorporate technologies allowing engagement at further ranges and in greater numbers. The sensitivity and accuracy of these new systems has also increased concerns regarding the unrivaled ability of U.S. aircraft to access targets from anywhere, at any time. Challenges to America's air dominance do not all originate from foreign shores. Some challenges are internal to the Air Force and the Department of Defense. One of the biggest challenges our Nation needs to overcome is the small size of today's Air Force. In 1991, during Operation Desert Storm, the Air Force had 134 fighter squadrons. Today, it is down to only 55 fighter squadrons. While the Department of Defense is no longer required to be able to defeat regional adversaries in large-scale campaigns on two fronts, it is losing the ability to do so on just one.
