Most Asian governments welcome a U.S. presence in the region to help preserve security and stability. They know that an American presence does not mean an occupying force since, if asked, the United States leaves. These countries are reassured by a more or less continuous presence of U.S. forces in a way that the temporary passage or intervention of expeditionary forces will not accomplish. The credibility and deterrent effect of a soldier (sailor, airman, or marine) on the ground represents commitment and stability. Face-to-face contact and "boots on the ground" are the only ways to defeat the "tyranny of distance" and really effect events on land in support of U.S. interests. The nexus of vital U.S. interests in Asia is in Northeast Asia because of the presence of five traditionally warring powers there: North and South Korea, Japan, Russia, and China.

Book excerpt: As the U.S. military presence in the Middle East winds down, Asia and the Pacific are receiving increased attention from the American national security community. The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.

How much influence have these protests had on the p;olicy regarding U.S. military bases? What conditions make protests more likely to influence policy? Protests Against U.S. Military Base Policy in Asia answers these questions by examining state response to twelve major protests in Asia since the end of World War II—in the Philippines, Okinawa, and South Korea. Yuko Kawato lays out the conditions under which protesters' normative arguments can and cannot persuade policy-makers to change base policy, and how protests can still generate some political or military incentives for policy-makers to adjust policy when persuasion fails. Kawato also shows that when policy-makers decide not to change policy, they can offer symbolic concessions to appear norm-abiding and to secure a smoother implementation of policies that protesters oppose. While the findings will be of considerable interest to academics and students, perhaps their largest impact will be on policy makers and activists, for whom Kawato offers recommendations for their future decision-making and actions.

For economic, political, diplomatic, and military reasons, the Indo-Asia-Pacific theater continues to grow in importance to the United States. As part of a broad, interagency, multifaceted approach, the U.S. military plays a critical role in the rebalancing effort now underway. The U.S. Army in particular has a special role to play in bolstering the defense of allies and the deterrence of aggression, promoting regional security and stability, and ameliorating the growing U.S.-China security dilemma. In particular, military security cooperation programs are becoming increasingly important for achieving U.S. security goals. These military-to-military programs and activities are designed to shape the security environment; prevent conflict through deterrence, assurance, and transparency; and build operational and tactical interoperability. As wartime requirements decrease in the coming year following the end of extensive American involvement in Afghanistan and as the U.S. military undergoes a dramatic yet historically typical post-war drawdown, security cooperation activities will comprise the primary way in which a leaner U.S. military contributes to broad American national security objectives in the next decade.

The document argues that trends in both Asia and United States are stimulating a new kind of regional dynamic that, left unattended, could adversely affect U.S. interests. Based on this trend analysis, the study concludes that the United States needs a new strategy of comprehensive security--a strategy of access that involves maintaining alliances and forward presence; using the military indirectly to create a foundation for coalition activities; fostering and directing a regional security dialogue; encouraging alternative development paths to restrain proliferation; and using arms control to bolster U.S. presence, establish regional equilibrium, and lock in the current U.S. advantageous strategic position. Such a strategy involves adding some military roles to prevent regional imbalance and realignments, to provide regional presence for rapid response and humanitarian assistance, to provide a catalyst/forward trigger for U.S.-led coalitions (including the UN), and to help exploit Asian dynamism and strengthen U.S. leverage.

With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. Book excerpt: To understand China's foreign policy in the 1990s and the true attitude of Beijing towards the military presence of the United States in Northeast Asia, one must examine China's perception of the alliance between the United States and the Republic of Korea (ROK). Public statements aside, the People's Republic of China (PRC) has shifted its traditional position and has tacitly accepted, even welcomed, the continuation of the U.S.-ROK alliance. Beijing views the institutionalized presence of the Americans in Northeast Asia as a stabilizing force, serving China's interest of maintaining the favorable status quo in the region. However, continued acceptance is not guaranteed; developments in the Sino-American relationship and the course of reunification of the Korean Peninsula will affect attitudes in the future. In order to discuss China's perception of the U.S. Korean alliance, let us first examine China's general post-Cold War security policy, especially regarding Northeast Asia. As the century ends, Beijing, increasingly preoccupied with its own domestic agenda, has adopted a more conservative attitude (nearterm) in Northeast Asia. In the post-Cold War era, international competition has shifted from the political and military to the economic arena. In this new mileau, Beijing displays a changed, even ambivalent, attitude towards the United States' political and military presence in Northeast Asia. American ground forces in Japan and South Korea and U.S. naval presence in the Western Pacific have now generally disappeared from China's list of complaints. Indeed, the United States is frequently regarded as a stabilizing force in the region, although Beijing watches carefully Washington's "hegemonic" moves. The future of the political division on the Korean Peninsula is naturally of key importance to China's perception of the U.S.-ROK alliance. One can hardly observe much eagerness on China's part for a rapid reunification of Korea, although Beijing is somewhat sincere in supporting the idea of letting the Koreans themselves control the reunification process. To Beijing, a stable, peaceful and (hopefully) friendly, but perhaps divided, Korean Peninsula is more desirable than rapid reunification or a de-nuclearization of North Korea. Finally, as a result of China's overall security considerations, Beijing now appears to have quietly accepted the U.S.-ROK alliance as a part of the favorable status quo in Northeast Asia. Continued tacit acceptance, however, is not guaranteed. From the Chinese perspective, there seems to be an inherent conflict between a united Korea and a strong Korean- American alliance; if a united Korea maintains an alliance with the United States, Beijing may have to make a sharp policy shift. The key variables affecting China's perception of the U.S.-ROK alliance in the future, therefore, seem to be the overall Sino-American relationship and the development of the inter-Korean relationship.
