First and foremost, there was a heavy recession in California at the time and Governor Jerry Brown believed the money could be better spent elsewhere. With a significant budget crisis on their hands, the California legislature agreed that putting redevelopment dollars into schools and other areas of government would be a better use of tax payer dollars. This paper will explore the role of redevelopment agencies and what entities, if any, can step in to take their place in the wake of this major development. The main focus of this paper will be on the funding and redevelopment of San Diego affordable housing and exploring whether the activities formally executed by RDAs can continue to exist.

Book excerpt: The City of Austin and Capital Metro's decisions in the coming months about the Saltillo District Redevelopment will shape the future of East Austin. The Saltillo District will be home to a mixed-use development, including residential and commercial space and a commuter rail stop. Many long-time residents of the neighborhood around the Saltillo District, historically low income and Latino, are at risk of being displaced from their homes by rising rents and property tax burdens. Displacement pressures are likely to amplify in the future because of surging demand for housing close to downtown and a lack of affordable private development. The Saltillo redevelopment could provide more than 600 units of affordable housing, set the tone for future developments in the neighborhood and solidify the city's commitment to preventing displacement. In April, the project's Community Advisory Group unanimously rejected the proposed master plan for the development. The group believes the plan's affordable housing targets are insufficient. The CAG also takes umbrage with plans for the commercial space in the development and its financing. The city and Capital Metro have pledged to take these concerns seriously, but the city faces a dilemma. Its financial self-interest is best served by building as large of a tax base as possible, but keeping property values and tax rates down are the key to preventing displacement and gentrification. A compromise - an 11- story building in exchange for guaranteed affordable housing and small business protection - is a possibility. So is a continuation of the city's historical legacy of fracturing communities of color and pushing them further and further east.

Arguing for preservation as a way of acknowledging a basic right to the city, this book examines the ways that the broad range of stakeholders engage at the building and city levels. This book identifies the underlying challenges that enable or constrain preservation to demonstrate that effective preservation requires long-term relationships that engage residents, build trust and demonstrate a willingness to share power among residents, advocates and the government.
