The United States government addressed this challenge in planning for nuclear waste repositories. Consulting with experts in imagining future scenarios, in language and communication, and in anthropology, the Department of Energy sought to develop plans that would satisfy demands from the Environmental Protection Agency for a marker system that would be effective long into the future. Expert consultants proposed two very different designs: one based on archaeological sites recognized as cultural heritage monuments; the other proposing that certain forms invoke universal feelings. The Department of Energy opted for a design based on archaeological ruins, cited as proof human-made markers could last and communicate warnings for thousands of years. This book explores the common sense assumptions the experts made about their archaeological models, and shows how they are contradicted by what archaeologists understand about these places and things. The book alternates between discussions of archaeological marker designs and reflections on the alternative proposal based on archetypes intended to arouse universal responses. Recognizing these archetype designs as similar in scale and form to Land Art projects, it compares the way government experts proposed their designs would work with views of modern artists and critics. Book excerpt: Following the President's decision in January 2010 to withdraw the license application for a geologic repository at Yucca Mountain, Nevada, the Secretary of Energy established the Blue Ribbon Commission on America's Nuclear Future (BRC) to consider alternatives to the nation's current institutional arrangements for management and disposition of used fuel and defense high-level nuclear waste. In February 2012, the BRC issued its final report. Among its recommendations was a call for a new, single purpose organization to be established to replace the Office of Civilian Radioactive Waste Management (OCRWM) in the U.S. Department of Energy (DOE) that had been established under the authority of the 1982 Nuclear Waste Policy Act. The BRC suggested that a congressionally chartered federal corporation offers the most promising model, but the commission left open the possibility of alternative concepts to achieve the desired ends. In response to this recommendation, DOE asked the RAND Corporation to examine alternative organizational models for such a new management and disposition organization (MDO). Our study supports the work of DOE's Office of Nuclear Energy and the Management and Disposition Working Group(MDWG) formed to consider implementation options and activities.

Book excerpt: The largest volumes of radioactive wastes in the United States contain only small amounts of radioactive material. These low-activity wastes (LAW) come from hospitals, utilities, research institutions, and defense installations where nuclear material is used. Millions of cubic feet of LAW also arise every year from non-nuclear enterprises such as mining and water treatment. While LAW present much less of a radiation hazard than spent nuclear fuel or high-level radioactive wastes, they can cause health risks if controlled improperly. Improving the Regulation and Management of Low-Activity Radioactive Wastes asserts that LAW should be regulated and managed according to the degree of risk they pose for treatment, storage, and disposal. Current regulations are based primarily on the type of industry that produced the waste-the waste's origin-rather than its risk. In this report, a risk-informed approach for regulating and managing all types of LAW in the United States is proposed. Implemented in a gradual or stepwise fashion, this approach combines scientific risk assessment with public values and perceptions. It focuses on the hazardous properties of the waste in question and how they compare with other waste materials. The approach is based on established principles for risk-informed decision making, current risk-informed initiatives by waste regulators in the United States and abroad, solutions available under current regulatory authorities, and remedies through new legislation when necessary.
