Book excerpt: The feasibility of contracting out specific nonessential police services and the effect on the future of California law enforcement was examined using the Fresno Police Department as a model. Nonessential police services included parking enforcement, burglary alarm response, completion of minor incident reports, investigation and reporting of non-injury traffic accidents, prisoner transportation, guarding prisoners at hospitals, and the arrest and transportation of shoplifting suspects to detention facilities. The Nominal Group technique was used to gather data and project future events and trends concerning issues of the future capability of local law enforcement to provide nonessential police services by 2001, types of nonessential police services private industry will be providing to the public by the year 2001, and cost-effectiveness of privatization of nonessential police services. The study showed that California law enforcement agencies could benefit from contracting out essential police services. In particular privatization would reduce personnel expenditures, with up to 51 percent salary savings as well as problems associated with costs of recruiting, training, and disciplining in-house employees involved in the performance of nonessential tasks. The money saved could be used to fight violent crime, drug related problems, and other community concerns.

Book excerpt: Agencies with fifty or fewer sworn personnel have been strongly affected by budget cutbacks and retrenchment forms of management since the passage of Propositions 13 and 3, both of which have limited governmental spending. Law enforcement agencies are finding it increasingly difficult to attract quality candidates, and lawsuits against the police have also had major impacts. Small communities that previously benefited from Federal revenue sharing must now look to other forms of aid. Contracting for law enforcement services or the unification of resources is the only solution for some agencies, although issues of loss of control, loss of identity, and quality of service will need to be addressed. Other approaches include partial consolidation of services, privatization of some services, the expansion of the use of volunteers, and city entrepreneurship to generate revenue.

Book excerpt: The growth of the private security industry is associated with increased police powers of private security employees, specialized services, and decreased public services provided by traditional law enforcement. Government-sponsored research has been conducted to analyze the relation between private security and law enforcement, but public law enforcement has not established policies on interaction with the private security industry. This is particularly true of tactical situations, investigations, and training. Futures research methods are used to evaluate trends and potential events concerning the privatization of law enforcement services in Sacramento, California, by 1999. Three trends justifying future policy considerations include the level of police powers for private security, specialization in private security as a community grows, and service levels of public law enforcement agencies. Events having the greatest impact on the preceding trends involve legislation granting greater police powers to private security, legislation requiring more training for private security, and higher standards for private security. Several techniques are applied to determine weaknesses, opportunities, threats, and strengths of a particular law enforcement agency to develop a mission statement for the interaction between law enforcement and private security. Planning and management issues associated with improving the relation between law enforcement and private security are discussed. Appendices provide additional information on the study methodology.

Book excerpt: This futures study examines the potential impact of small California police agencies' providing private law- enforcement services as a means to generate alternative revenues by the year 2002. The specific issues examined are the level of community support as small California police agencies gain revenue by attempting to provide private law enforcement services and the impact such attempts will have on the police officers' association. To obtain information on the future, the study scanned periodicals for articles that may provide insight into the future. The information obtained suggests that pressure to reduce police budgets will continue into the future; violent crime will increase' unemployment for unskilled workers; drug and gang violence will increase in small cities; and there will be a larger number of people who will depend on tax revenues for subsistence. The second information source consisted of interviews with police chiefs and managers who currently contract out private law enforcement services. The third source of information was the use of the nominal group technique to select and forecast trends and events. The trends forecasted by the nominal group were property tax increases limited by current law provisions, the use of private security more often by citizens in smaller communities, an increase in violent crime, an increase in the commitment of the police chief to raise alternative funding, and more reactive police associations. Potential events that will impact the issue are citizen passage of a property tax cap, homeowner association contracts with security companies, police union job action due to officers' being forced to work private security, media stories on increasing violence, and the awarding of a security contract to the police by a school district. The study provides a strategic plan for addressing the issue as well as a transition management approach. The study concludes that alternative funding sources will be required for police agencies to perform their public functions and that communication regarding this issue must occur at all levels of the organization, such that the problem will be clearly seen and addressed by the whole department.

Book excerpt: A literature review, personal interviews, and the nominal group technique were used to identify societal trends and social/technological events that might impact on the suitability of accreditation in the State. On the basis of these, three scenarios were developed that depict California law enforcement as (1) a leader in the setting of professional standards, (2) a State that chooses to ignore trends toward national professional standards, or (3) a State that leaves the decision to pursue accreditation to local government. A survey of chiefs of police and sheriffs indicates that 69 percent felt a program of State accreditation would have the greatest benefit for law enforcement, and they overwhelmingly selected the California Commission on Peace Officer Standards and Training to administer such a program if adopted. However, such a statewide accreditation program may not be economically or politically feasible and entails a duplication of effort since a national accreditation program already is offered by the Commission on Accreditation for Law Enforcement Agencies, Inc. Indications are that the national program will continue to attract agency participation. In addition to providing economic benefits, participation in the program provides a process and structure for carrying out local mandates in a manner that conforms to the latest accepted practices for law enforcement as a national profession.

Book excerpt: Possible scenarios for the future of facilities for medium-sized California police departments were developed using information from a literature review, a mailed questionnaire that received responses from 88 of the 98 agencies surveyed, and a site visit and interviews in one California police agency. The analysis indicated probable trends in five areas: the use of new technology, labor force considerations, community-oriented policing, public access to police facilities, and alternative funding sources for local law enforcement. The results were used to develop a strategic plan and transition management plan for a hypothetical agency, the Cal City Police Department. The analysis identified 36 stakeholders and indicated the desirability of a statewide strategy, the Police Facility Administration (PFA). The PFA would be a component of the Commission on Peace Officer Standards and Training with a mission of providing assistance to local jurisdictions that need new police facilities. The five factors to consider in implementing the PFA strategy are lobbying efforts, funding efforts, structure, authority, and governance.

Book excerpt: Following a general review of the trend toward the privatization of traditionally public services, the report addresses the impact of privatization on law enforcement, with particular attention to California. A scenario for planned and unplanned cities in the year 2000 considers law enforcement patterns likely if we plan or fail to plan for the future. Interviews with appropriate persons consider some of the issues in the development of private security enterprises as a form of privatization. The report then considers public law enforcement's attitude and approach toward this trend. Possible models for public-private law enforcement cooperation are then discussed, with attention to the findings of the Hallcrest Report. The report's most significant finding is that public law enforcement is largely unaware of the trend toward privatization in law enforcement and consequently has not developed a policy toward dealing with it. The study develops a strategy for addressing the issue at the local, regional, and statewide levels.

The consultation highlights the concern of the Community Relations Service, an arm of the Department of Justice, with the issue of alleged police use of excessive force. The consultation objectives were to identify key issues and problems related to police-minority community relations, to explore alternatives and solutions to the problem, and to develop a working trilateral (black, Hispanic, police) relationship geared toward crisis response and problem-solving. The opening remarks addressed the need for an approach to developing a better understanding between minorities and law enforcement agencies. Four case studies in Colorado, California, Washington, and Texas, were presented to illustrate successful community-police efforts to increase safety and reduce the use of police force. A small-group session considered eight questions regarding issues in race relations, police use of force, and options to reduce the use of force. Panel discussions considered options for both the police and for community groups on reducing tension and conflict which could lead to the use of excessive force. Other panel discussions considered special problems in municipal liabilities which arise from the increasing number of civil suits based on alleged police brutality, special problems of nonurban police departments, and the obstacles and opportunities to progress in the area of police use of excessive force. An audio-visual presentation provided a training demonstration of police officers under stress.

The five most important trends related to the study issue included complexity of police work, level of service sharing by smaller agencies, level of labor pool of qualified applicants, extent of police accountability to the community, and level of public expectation of police service. In addition, five probable events were selected: a funding crisis in local government, passage of no victim-no crime legislation, expansion of illegal drug trafficking activity in the area, ethnic race conflict, and reduced funds for the California Commission on Peace Officer Standards and Training (POST). The preferred scenario revolves around the creation of a model joint powers agency, in which government would follow the lead of industry in consolidating organizations to remain viable in the early 21st century. The paper presents strategic and transition management plans to implement this scenario.
