Book excerpt: If someone who is rich and powerful comes to you for a favor, you dont persecute him -- you help him. Having such a person indebted to you is a great insurance policy. There was one nation that did treat the Jews as if they were powerful and rich. The Japanese never had much exposure to Jews, and knew very little about them. In 1919 Japan fought alongside the anti-Semitic White Russians against the Communists. At that time the White Russians introduced the Japanese to the book, "The Protocols of the Elders of Zion". The Japanese studied the book and, according to all accounts, naively believed its propaganda. Their reaction was immediate and forceful -- they formulated a plan to encourage Jewish settlement and investment into Manchuria. People with such wealth and power as the Jews possess, the Japanese determined, are exactly the type of people with whom we want to do business! The Japanese called their plan for Jewish settlement "The Fugu Plan". The fugu is a highly poisonous blowfish. After the toxin-containing organs are painstakingly removed, it is used as a food in Japan, and is considered an exquisite delicacy. If it is not prepared carefully, however, its poison can kill a person. The Japanese saw the Jews as a nation with highly valuable potential, but, as with the fugu, in order to take advantage of that potential, they had to be extremely careful. Otherwise, the Japanese thought, the plan would backfire and the Jews would annihilate Japan with their awesome power. The Japanese were allies of the Nazis, yet they allowed thousands of European refugees -- including the entire Mirrer Yeshivah -- to enter Shanghai and Kobe during World War II. They welcomed these Jews into their country, not because they bore any great love for the Jews, but because they believed that Jews had access to enormous resources and amazingly influential power, which could greatly benefit Japan. If anti-Semites truly believe that Jews rule the world, why dont they all relate to Jews like the Japanese did? The fact that Jews are generally treated as outcasts proves that people do not really believe that Jews are anywhere near as wealthy or powerful as they claim. It proves that anti-Semites do not take their own propaganda seriously.

Over recent decades, however, their numbers have declined dramatically and in countries like Syria, Iraq, Iran, Egypt and Morocco have been reduced sometimes to only a few hundred people. Within a few generations, these and other communities are likely to disappear altogether, either because of the attraction that Israel provides or because of overt anti-Semitic animosity. For many, there is a precarious balance between survival and persecution. Persecution of Jews by a variety of host societies permeates history and continents. In Europe, anti-Jewish prejudice existed in Greek and Roman times and later the Christian church waged ideological warfare for centuries against the synagogue. Wide-scale and violent destruction of Jewish lives and property erupted periodically, especially in troubled times when people looked for scapegoats. Waves of European Christian anti-Semitism spread to many countries, chiefly to areas of the Islamic world where traditional social and religious attitudes towards Jews provided fertile soil for discrimination. Under Islam, the State was required to protect Jews, but they were nearly always reduced to second class citizens. Alarmingly, anti-Semitic hostility has recently spread to countries where Jews have never lived and are virtually unknown, such as in Japan. By contrast, there are a few countries in which small and less historic Jewish communities continue without discrimination. The Jews of Africa and Asia, the new Minority Rights Group Report, provides an historical analysis of European and Islamic experiences of anti-Jewish prejudice and persecution and the rise of contemporary anti-Zionism. The Report gives a graphic detailed picture of the current situations of Jewish communities remaining in Africa and Asia in a country by country survey. Book excerpt: The unlikely refuge of Shanghai, the only city in the world that did not require a visa, was buffeted by the struggle between European imperialism, Japanese aggression, and Chinese nationalism. Ernest G. Heppner's compelling testimony is a brilliant account of this little-known haven. Although Heppner was a member of a privileged middle-class Jewish family, he suffered from the constant anti-Semitic undercurrent in his surroundings. The devastation of "Crystal Night" in November 1938, however, introduced a new level of Nazi horror and ended his comfortable world overnight. Heppner and his mother used the family's resources to escape to Shanghai. Heppner was taken aback by experiences on the ocean liner that transported the refugees to Shanghai: he was embarrassed and confounded when Egyptian Jews offered worn clothing to the Jewish passengers, he resented the edicts against Jewish passengers disembarking in any ports on the way, and he was unprepared for the poverty and cultural dislocation of the great city of Shanghai. Nevertheless, Heppner was self-reliant, energetic, and clever, and his story of finding niches for his skills that enabled him to survive in a precarious fashion is a tribute to human endurance. In 1945, after the liberation of China, Heppner found a responsible position with the American forces there. He and his wife, whom he had met and married in the ghetto, arrived in the United States in 1947 with only eleven dollars but boundless hope and energy. Heppner's account of the Shanghai ghetto is as vivid to him now as it was then. His admiration for his new country and his later success in business do not, however, obscure for him the shameful failure of the Allies to furnish a refuge for Jews before, during, and after the war.
