Book excerpt: Excerpt from The French Revolution, Vol. 4 of 4: A Political History 1789-1804 To avoid too frequent discursion in the following notes it may be briefly stated that Napoleon's military exploits, from 1796 to 1799, were as follows: In March he marries Josephine and sets out for Italy. Joining the French troops near Savona, he fights his way to Milan; incidentally forcing Sardinia to cede Nice, Savoy, and Tenda. He then beats the Austrians back to the Tyrol, and occupies Verona. Mantua is still Austrian, and Bonaparte leaves a siege train in front of the city while consolidating his conquests. He fails on this occasion to get through the Tyrol, but finally reduces Mantua. Then, meeting Hoche and Moreau after traversing the Tyrol, he makes towards Vienna. Austria sues for peace; ceding, after much delay, Belgium and the Ionians, and recognising Bonaparte's creation - the Cisalpine Republic - to which she cedes Lombardy. Bonaparte returns to Paris in December, having left behind him a Republican North Italy. He is feted and honoured by Paris; but the Directory fears him, and despatches him in May to Egypt, where he beats the Mamelukes and occupies Cairo. The French fleet being destroyed by Nelson, Bonaparte abandons the idea of an Eastern empire, and determines to return through Syria, hoping to overthrow the Turks. He is foiled at the long siege of Acre, and returns to Egypt. There, after defeating the Turks at Aboukir, he hears of events in Paris, and, hastily deserting his army, which he leaves to Kleber, he lands in France in October. In his absence Italy is lost; perhaps its loss during his absence increases his prestige. He returns with an extraordinary reputation as a totally independent conqueror, an administrator, and a maker of States. Largely as a result of his campaigns, France was for a time at the head of a number of surrounding Republics, all constituted on the same model. In a book based on national and local studies--on Marseilles, Nîmes, Lyons, and Paris--one of the leading scholars of the Revolution reconceptualizes Jacobin politics and philosophy and rescues them from recent postmodernist condescension. Patrice Higonnet documents and analyzes the radical thought and actions of leading Jacobins and their followers. He shows Jacobinism's variety and flexibility, as it emerged in the lived practices of exceptional and ordinary people in varied historical situations. He demonstrates that these proponents of individuality and individual freedom were also members of dense social networks who were driven by an overriding sense of the public good. By considering the most retrograde and the most admirable features of Jacobinism, Higonnet balances revisionist interest in ideology with a social historical emphasis on institutional change. In these pages the Terror becomes a singular tragedy rather than the whole of Jacobinism, which retains value today as an influential variety of modern politics. Higonnet argues that with the recent collapse of socialism and the general political malaise in Western democracies, Jacobinism has regained stature as a model for contemporary democrats, as well as a sober lesson on the limits of radical social legislation.

As we have seen in the narrative of the loth of August, deputies of the sections had assembled at the hotel de Ville, expelled the former magistrates, seized the municipal power, and directed the insurrection during the whole night and day of the loth. They possessed the real power of action. They had all the ardour of victory, and represented that new and impetuous revolutionary class which had struggled during the whole session against the inertness of the other more enlightened but less active class of men of which the Legislative Assembly was composed. The first thing the deputies of the sections did, was to displace all the high authorities, which, being closer to the supreme power, were more attached to it. They had suspended the staff of the national guard, and by withdrawing Mandat from the palace, had disorganized its defence. Santerre had been invested by them with the command of the national guard. They had been in not less haste to suspend the administration of the department, which, from the lofty region wherein it was placed, had continually curbed the popular passions, in which it took no share. As for the municipality, they had suppressed the general council, substituted themselves in the place of its authority, and merely retained Petion, the mayor, Manuel, the procureur syndic, and the sixteen municipal administrators. All this had taken place during the attack on the palace. Danton had audaciously directed that stormy sitting; and when the grape-shot of the Swiss had caused the mob to fall back along the quays, he had gone out, saying, Our brethren call for aid; let us go and give it to them. His presence had con tributed to lead the populace back to the field of battle, and to decide the victory. When the combat was over it was proposed that Petion should be released from the guard placed over him, and rein stated in his office of mayor. Nevertheless, either from real anxiety for his safety, or from fear of giving themselves too scrupulous a chief during the first moments of the insurrection, it had been decided that he should be guarded a day or two longer, under pretext of putting his life out of danger. At the same time they had removed the busts of Louis XVI., Bailly, and Lafayette from the hall of the general council. The new class which was raising itself thus displaced the first emblems of the Revolution, in order to substitute its own in their stead.
