Book excerpt: The biggest trading partner of the European Free Trade Association (EFTA) is the EU, but third countries have made up an increasing share of EFTA's trade since it began exploring new markets through free trade agreements (FTAs) following the end of the Cold War. Since international trade accounts for a significant share of EFTA countries' national economies, boosting trade with new markets is a priority for the association. Trade between the EU and three of the four EFTA states (the EEA EFTA states) is subject to the European Economic Area (EEA) Agreement, meaning these countries adopt EU legislation relevant to the Single Market. As the EU accounts for almost 70% of EFTA's total trade, EU rules and regulations play a major role in its trade relations. This has tended to restrict EFTA members' trade policies towards third countries. EFTA began to negotiate FTAs around the world in the 1990s. Today, EFTA's network of preferential trade relations consists of 25 FTAs covering 36 countries. Further negotiations and exploratory talks are ongoing with major emerging economies such as India, Indonesia, and Malaysia. Modernisation and extension of some existing (first generation) FTAs, to incorporate new areas such as trade in services and investment, is also under way. Because EFTA is a free trade area not requiring the harmonisation of member countries' external trade policies, EFTA members are free to decide their own trade policies towards third countries. They have therefore signed bilateral FTAs with a number of third countries. The Iceland-China FTA, China's first with a European country, is one noteworthy example. Norway has signed two bilateral FTAs (with the Faroe Islands and Greenland), while Switzerland, which has been in a customs union with Liechtenstein since 1923, has concluded bilateral FTAs with three countries--China, Japan, and the Faroe Islands. For the most part, EFTA has been able to speak with one voice whilst allowing its individual members to decide their own bilateral policies.

Book excerpt: On 1 July 2000 regulations to liberalize trade flows between Mexico and the European Union came into force, after more than six years of diplomatic work and complex negotiations. These regulations are part of the "Tratado de Libre Comercio (TLCUEM), which is also one of the components of the Agreement on Economic Association, Political Concertation and Cooperation ("Global Agreement"). The Global Agreement through its three components - political dialogue, trade liberalization and cooperation- was at the time the most ambitious agreement ever constituted by the EU. The economic association component included in the Global Agreement - the TLCUEM- was the first overseas free trade treaty and served as an important precedent for later EU negotiations with other Latin American countries. The purpose of this essay is to analyze the reasons that led Mexico and the EU to the constitution of this treaty; to describe the main challenges of the Global Agreement negotiations of different components; and to briefly review the results of the first three years since the TLCUEM enforcement.

Particularly in the context of Brexit it should also be noted that there are elements of the relations between the four EFTA States and the EU which are not necessarily based on either the EEA Agreement or the EU-Swiss Agreements. Until recently, EFTA was considered an outdated model. However, since Brexit interest in EFTA has increased. Where the subject was covered in the press, but also in relevant statements by politicians, there was hardly any distinction made between 'EFTA' and the 'EEA'. This book is not about Brexit, rather it will correct certain misconceptions about EFTA and provide a clear overview on what EFTA is: a platform for the economic relations between its member states; a platform for its member states' free trade policy and a platform for its member states' relations with the EU. There will be food for thought on the UK's future outside the EU.
