If it should be objected that the social conditions of England and the United States lie at extremes which render comparisons useless or fallacious, it may be replied, that successive Governments have recognised the policy of examining the educational systems of various countries, with the view of adopting for our own use the best methods found anywhere in practice. Moreover, international comparisons are now forced upon all countries by international competition. That the experience of the United States furnishes valuable lessons for England the writer trusts will be made clear. Notwithstanding the differences which exist in the circumstances of the two countries, the type of the inhabitants is. essentially the same. Nor are the ideas to which Americans attach the greatest importance in education foreign to England. Local self-government is not the conception of American politicians. The people of the United States borrowed the principle from England, and making it the foundation of their Education system, demonstrated the advantages of its application in such a manner. Neither is free education an exotic in England. Of all English schools the free schools have been the most popular. By making education universally free the Americans have made the common school the most popular and successful institution of that country. Book excerpt: Excerpt from The Development of Free, Schools in the United States: As Illustrated By, Connecticut and Michigan The schools of Connecticut became free in the last half of the nineteenth century, but to understand the development of such schools it is helpful to consider some conditions of colonial edu cation, and to trace the slow growth of the movement and related movements to the time of the enactment of the free school law of 1868. The colonial period, from 1634 to 1776, a period of one hundred and forty-two years, was a time in which European traditions were transplanted, and also gradually modified. Some very important social changes occurred in Connecticut during this period. The colonists of Connecticut came, for the most part, from Massachusetts and were very similar in character and antecedents to the people of that colony. At New Haven and Hartford, settlements were made which had separate govern ments, and between which a rivalry appeared. The two were united under a royal charter in 1665. The government was similar, in many respects, to that of Massachusetts. At first, the town was the unit of local government. The general control was exercised by the General Court and governor, under the charter and a rather peculiar constitution. The General Court was an elective body, based upon a limited suffrage, having a combination Of legislative, executive, and judicial powers. Religiously, the Connecticut colonists were Puritans. The church and civil government were united in many ways. The early pursuits were, of necessity, hunting and agriculture, but soon a coastwise trade grew up, and primitive manufactures appeared. The times were not peaceful. Indian wars, and the European wars of parent nations brought to the settler of Con necticut a share of the common burdens of the period. Book excerpt: Excerpt from Report on the American System of Graded Free Schools: To the Board of Trustees and Visitors of Common Schools It is hardly possible to overrate the evils consequent upon a frequent change of teachers, for scarcely any two persons have the same methods, and the one who follows has no opportunity to become acquainted, by actual observation, with the condition of the school, or the methods of his predecessor. The one has departed, before the other arrives. He enters the school a stranger to the children and the parents, unacquainted with the relative propensity and aptitude, the disposition and habits of the different scholars, ignorant of the course pursued by former teachers, and with the prospect, probably, of retir ing himself at the end of three or four months. The progress of the school must, therefore, be delayed, while he is learning his position; the work which was begun by his predecessor will be arrested, in many cases, perhaps, be performed over again, and thus the children will often spend the whole period of his term, in retracing their steps in a new book, or according to a new plan. Under such a state of things, there will be movement, but little real progress. Scarcely less will be the injurious consequences resulting from frequent interruption in the session of the school, and from long vacations, which render it necessary to dwell much longer on the different subjects of study.
