Book excerpt: In 1997 disastrous flooding running through the Czech Republic, Poland, Germany took the lives of a great number of people and caused economic damage estimated in tens of billions of dollars. Flooding of the Yangtze river in 1998 killed more than 3000 people, dislocated 230 million souls, and caused direct damage of more than $ 45 billion. Both the general public and the experts are asking what we can learn from these recent events to reduce loss of life and flood damage. The 1997 floods were dealt with by experts from the Czech Republic, Poland and Germany, who presented timely reports on combatting floods, both success stories and shortcomings. This experience is further extended by reports from experts drawn from 13 other countries, developing a broad overview of flood risk management, covering the ecosystem approach to flood management, including socioeconomic issues, flood impacts on water quality, human health, and natural ecosystems.

This approach is characterized by planning and decision making on a watershed scale, integration of a variety of competing water resource priorities and goals, cooperation of multiple stakeholders and governmental agencies, and increased levels of public participation. This report identifies the most promising watershed planning and management approaches from around the world; evaluates how they operate, their benefits and limitations; and assesses the degree to which these approaches could be successfully adapted to the U.S. context. Drawing on this international experience, the report is intended to inform policy makers and practitioners and to promote the implementation of integrated watershed management approaches that are most likely to succeed. This report: Provides a decision-making framework of watershed management efforts at all scales in the United States. Evaluates past U.S. watershed management experience and identifies key characteristics for success as well as major challenges and opportunities for improving the watershed approach. Summarizes and evaluates international case studies where innovative watershed management techniques have been used. Identifies ten key lessons for sustainable water management, including the role of water/wastewater utilities based on the experience of the international case study watersheds.

Many lowland rivers have been heavily managed for flood control and navigation for decades or centuries, resulting in engineered channels and embanked floodplains with substantially altered sediment loads and geomorphic processes. Over the past decade, floodplain management of many lowland rivers has taken on new importance because of concerns about the potential for global environmental change to alter floodplain processes, necessitating revised management strategies that minimize flood risk while enhancing environmental attributes of floodplains influenced by local embankments and upstream dams. Recognition of the failure of old perspectives on river management and the need to enhance environmental sustainability has stimulated a new approach to river management. The manner that river restoration and integrated management are implemented, however, requires a case study approach that takes into account the impact of historic human impacts to the system, especially engineering. The river basins examined in this volume provide a representative coverage of the drainage of North America and Europe, taking into account a range of climatic and physiographic provinces. They include the 1) Sacramento (California, USA), 2) San Joaquin (California), 3) Missouri (Missouri, USA), 4) Red (Manitoba, Canada and Minnesota, USA), 5) Mississippi (Louisiana, USA), 6) Kissimmee (Florida, USA), 7) Ebro (Spain), 8) Rhone (France), 9) Rhine (Netherlands), 10) Danube (Romania), and 11) Volga (Russian Federation) Rivers. This book focuses on water management to take a positive, if critical, look at this phenomenon. Illustrated by a wide geographical range of case studies from both developed and developing worlds, it recognizes that MSPs will neither automatically break down divides nor bring actors to the table on an equal footing, and argues that MSPs may in some cases do more harm than good. The volume then examines how MSPs can make a difference and how they might successfully co-opt the public, private and civil-society sectors. The book highlights the particular difficulties of MSPs when dealing with integrated water management programmes, explaining how MSPs are most successful at a less complex and more local level. It finally questions whether MSPs are – or can be – sustainable, and puts forward suggestions for improving their durability.
