Book excerpt: Protocol No. 14bis, allows, pending the entry into force of Protocol No. 14, the application of two procedural elements of Protocol No. 14 with respect to those States that express their consent: a single judge will be able to reject manifestly inadmissible applications, whereas now this requires a decision by a committee of three judges. the competence of three-judge committees is extended to declare applications admissible and decide on their merits where there already is a well-established case law of the Court. Currently, these cases are handled by chambers of seven judges. The provisions of Protocol No.14bis shall apply to applications pending before the Court against each of the States for which the Protocol has entered into force. States may provisionally apply the provisions of Protocol No. 14bis before its entry into force, if they so wish

Book excerpt: This PSTV'94 Symposium is the fourteenth of a series of annual meetings organized under the auspices of IFIP W.G. 6.1, a Working Group dedicated to "Architectures and Protocols for Computer Networks". This is the oldest and most established symposium in the emerging field of protocol engineering which has spawn many international conferences including FORTE (International Conference on Formal Description Tech niques), IWPTS (International Workshop on Protocol Test Systems), ICNP (Interna tional Conference on Network Protocols) and CAY (Conference on Computer-Aided Verification). The main objective of this PSTV symposium is to provide a forum for researchers and practitioners in industry and academia interested in advances in using formal methods and methodologies to specify, develop, test and verify communication protocols and distributed systems. This year's PSTV symposium enjoys a nice mixture of formal methods and practical issues in network protocols through the invited addresses of three outstanding speakers, Ed Brinksma (University of Twente), Raj Jain (Ohio State University) and David Tennenhouse (MIT) as well as 5 tutorials, in addition to 9 techni cal sessions and two practical panel sessions. The 5 tutorials are offered on the first day in two parallel tracks for intensive exposure on hot topics of current interest. This year, out of 51 submissions the Program Committee selected 18 regular papers (with an allotment of 16 pages in the Proceedings) and 9 mini-papers (of 8 pages).

Available in PDF, EPUB and Kindle. Book excerpt: An in-depth history of the Big Six, the first six female ambassadors for the United States. “It used to be,” soon-to-be secretary of state Madeleine K. Albright said in 1996, “that the only way a woman could truly make her foreign policy views felt was by marrying a diplomat and then pouring tea on an offending ambassador’s lap.” This world of US diplomacy excluded women for a variety of misguided reasons: they would let their emotions interfere with the task of diplomacy, they were not up to the deadly risks that could arise overseas, and they would be unable to cultivate the social contacts vital to success in the field. The men of the State Department objected but had to admit women, including the first female ambassadors: Ruth Bryan Owen, Florence “Daisy” Harriman, Perle Mesta, Eugenie Anderson, Clare Boothe Luce, and Frances Willis. These were among the most influential women in US foreign relations in their era. Using newly available archival sources, Philip Nash examines the history of the “Big Six” and how they carved out their rightful place in history. After a chapter capturing the male world of American diplomacy in the early twentieth century, the book devotes one chapter to each of the female ambassadors and delves into a number of topics, including their backgrounds and appointments, the issues they faced while on the job, how they were received by host countries, the complications of protocol, and the press coverage they received, which was paradoxically favorable yet deeply sexist. In an epilogue that also provides an overview of the role of women in modern US diplomacy, Nash reveals how these trailblazers helped pave the way for more gender parity in US foreign relations. Praise for Breaking Protocol “Here at last is the long-neglected story of America's pioneering women diplomats. Breaking Protocol reveals the contributions of six trail-blazers who practiced innovative statecraft in order to surmount all kinds of obstacles?including many posed by their own employer, the U.S. State Department. Philip Nash's illuminating study offers an invaluable foundation for our understanding of contemporary foreign policy decision-makers.” —Sylvia Bashevkin, author of Women as Foreign Policy Leaders: National Security and Gender Politics in Superpower America “Diplomacy is the one field of public political life that has been relatively open to women?we need only think of Hillary Clinton, Condoleeza Rice, and Madeleine Albright. In Breaking Protocol, Philip Nash reminds us of the history of their achievements with an enduring and enticing record of the much longer, surprising history of female diplomats and their individual efforts to shape American and international politics.” —Glenda Sluga, University of Sydney

Book Protocol No 14 to the European Convention on Human Rights First Report of Session 2004 05 Report Together with Formal Minutes And Appendices

Download or read book Protocol No 14 to the European Convention on Human Rights First Report of Session 2004 05 Report Together with Formal Minutes And Appendices written by Great Britain. Parliament Joint Committee on Human Rights and published by The Stationery Office. This book was released on 2004 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the Protocol to the European Convention on Human Rights amending the control system of the Convention, as it considers it desirable for Parliament to be more involved before the ratification of treaties which incur UK human rights obligations. The report sets out the background to the adoption of the Protocol; and its effects, including the main reforms intended to reduce the workload on the Court, changes to the process for filtering out unmeritorious cases, the introduction of a new admissibility criterion, new measures for dealing with repetitive cases, and new provisions to improve the execution of Court judgments. Conclusions reached include broad support for the Protocol as it should improve the functioning of the control system of the Convention, and concern over the restriction on the right of individual petition and the national measures of implementation required.

Book Human Rights in the Council of Europe and the European Union

Download or read book Human Rights in the Council of Europe and the European Union written by Steven Greer and published by Cambridge University Press. This book was released on 2018-03-29 with total page 562 pages. Available in PDF, EPUB and Kindle. Book excerpt: Confusion about the differences between the Council of Europe (the parent body of the European Court of Human Rights) and the European Union is commonplace amongst the general public. It even affects some lawyers, jurists, social scientists and students. This book will enable the reader to distinguish clearly between those human rights norms which originate in the Council of Europe and those which derive from the EU, vital for anyone interested in human rights in Europe and in the UK as it prepares to leave the EU. The main achievements of relevant institutions include securing minimum standards across the continent as they deal with increasing expansion, complexity, multidimensionality, and interpenetration of their human rights activities. The authors also identify the central challenges, particularly for the UK in the post-Brexit era, where the components of each system need to be carefully distinguished and disentangled.
