It might even be said that while in one of the two conflicts they were hostile to France and in the other allied with her yet nevertheless such a connection is in itself substantive. Both illustrate phases of French history. A still stronger mark of the epoch is the continuous development in action of common exertion for the common welfare. But the strongest and most philosophical unity is in the evolution of a new theory of government during these years by the application of English principles to American conditions. The author hopes that while the narrative in the following pages is necessarily brief it is fall enough to illustrate this essential conception in American history.
