Book excerpt: The recent (2001) crisis inside the Former Yugoslav Republic of Macedonia (FYROM) concerning it's Albanian ethnic minority did not come as a surprise to the southeastern European as well as the international security chessboard. It had nearly been predicted from the first years of the new state's independent life, and confirmed by most analysts during and after the war in Kosovo (1998-99). This thesis will examine the survivability of the small post- cold war Balkan state, in relation to the historical background of the Macedonian Question', the so-called Macedonian Identity', the resurgence of nationalist inclinations in the area, the ethnic minorities (especially the Albanian one), the economy, and the regional (four neighboring states) as well as the international relations of FYROM. The author will argue that prevention of conflict in FYROM is urgent for the stability of all the Balkans, and has to be coordinated from the international community towards all governmental and nongovernmental actors involved. Integration of FYROM into European institutions provides a reliable measure. Respect and protection of human/civil rights of minorities, as well as democratization of the civilian sector are also dominant factors for the survival of the multi- ethnic nation. Ethnic minorities should finally develop proper political, social, and economic relationships with majority populations in order to work together for the common well being.

Article 224 is one of the most powerful Articles of the Treaty of Rome, allowing a member state to take unilateral measures and to suspend some or all its Treaty-based obligations in times of what can loosely be described as serious internal turmoil or external threat. It is for this reason that the very next Article of the Treaty, Article 225, allows the Commission or a member state to challenge invocation of Art.224, before the European Court of Justice (ECJ), on grounds of improper use. In practice, the use of Art.224, by a member state presents multiple problems. The obvious connection with defence and security issues has inhibited the ECJ which still has not given and authentic interpretation of this Article. As the recent former Yugoslav Republic of Macedonia (FYROM) cases (Greek referral for the embargo on FYROM) indicate, unless the use of Art.224 is blatantly flippant, the ECJ is not in a position to challenge a member state’s unilateral measures.

This detailed volume surveys the history of Macedonia from 600 BC to the present day, with an emphasis on the past two centuries. It reveals how the "Macedonian question" has long dominated Balkan politics and how, for nearly two centuries, it was the central issue dividing Balkan peoples, as neighboring nations struggled for possession of Macedonia and denied any distinct Macedonian identity— territorial, political, ethnic, or national. The author concludes that Balkan acceptance of a Macedonian identity, nation, and state has become a necessity for stability in the Balkans and in a united Europe.

Book excerpt: This Selected Issues paper analyzes export competitiveness in the Former Yugoslav Republic of Macedonia (FYR Macedonia). Export performance in FYR Macedonia has been strong over the last decade, critically contributing to overall growth. Exports have been re-oriented toward new products with higher technological content, allowing for the build-up of revealed comparative advantages in these products. The analysis based on Constant Market Share analysis shows that the overall competitiveness gap of FYR Macedonia with respect to other emerging European countries has narrowed. There appears to be significant room for quality improvement, including for the most successful export products. Although the contribution of exports to GDP growth has been significant, spillover into the domestic tradable sector from the foreign investment led export sector remains limited so far.
